H7028 2026 -- H 7028 ======== LC003877 ======== STATE OF RHODE ISLAND IN GENERAL ASSEMBLY JANUARY SESSION, A.D. 2026 ____________ H O U S E R E S O L U T I O N EXTENDING THE REPORTING AND EXPIRATION DATES, AND AMENDING THE MEMBERSHIP OF THE SPECIAL HOUSE COMMISSION TO STUDY AND PROVIDE FINDINGS AND POTENTIAL SOLUTIONS TO ADDRESS THE FLOODING OF THE PAWTUXET RIVER Introduced By: Representatives Read, Noret, Cotter, and Paplauskas Date Introduced: January 09, 2026 Referred To: House Environment and Natural Resources 1 RESOLVED, That the special legislative commission created by resolution No. 318 2 passed by the House of Representatives at its January session, A.D. 2025, and approved May 20, 3 2025, entitled HOUSE RESOLUTION CREATING A SPECIAL LEGISLATIVE 4 COMMISSION TO STUDY AND PROVIDE FINDINGS AND POTENTIAL SOLUTIONS TO 5 ADDRESS THE FLOODING OF THE PAWTUXET RIVER is hereby authorized to continue 6 its study and make a report to the House of Representatives on or before March 5, 2027, and said 7 commission shall expire on June 2, 2027; and be it further 8 RESOLVED, That the time for reporting authorized by resolution No. 318 passed by the 9 House of Representatives at its January session, A.D. 2025, and approved May 20, 2025, be and 10 the same is hereby rescinded; and be it further 11 RESOLVED, That the composition of said house commission is hereby increased by 12 amending the membership as follows: The composition of said house commission is hereby 13 increased from eleven (11) members to thirteen (13) members by replacing the District Engineer 14 Commander of the New England District, U.S. Army Corps of Engineers with the Chief of the 15 West Warwick Fire Department, or designee; by replacing the Acting Regional Administrator for 16 FEMA, Region 1 with the Assistant Town Manager of Coventry, or designee; by adding an 17 additional business owner in a potential flood zone area, to be appointed by the Speaker of the 1 House; and by adding the Rhode Island Energy Executive Engineer, or designee. ======== LC003877 ======== LC003877 - Page 2 of 3 EXPLANATION BY THE LEGISLATIVE COUNCIL OF H O U S E R E S O L U T I O N EXTENDING THE REPORTING AND EXPIRATION DATES, AND AMENDING THE MEMBERSHIP OF THE SPECIAL HOUSE COMMISSION TO STUDY AND PROVIDE FINDINGS AND POTENTIAL SOLUTIONS TO ADDRESS THE FLOODING OF THE PAWTUXET RIVER *** 1 This resolution would amend and increase the membership of the commission to address 2 flooding of the Pawtuxet River from eleven (11) to thirteen (13), and would extend the reporting 3 date from March 2, 2026, to March 5, 2027, and expire on June 2, 2027. ======== LC003877 ======== LC003877 - Page 3 of 3
