7 An Act relating to discrimination; adopting certain
7 definition of anti-Semitism; stating purposes for use
8 of certain definition; construing provisions;
8 providing for codification; providing an effective
9 date; and declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 1911 of Title 25, unless there
14
15 is created a duplication in numbering, reads as follows:

16 A. The State of Oklahoma hereby adopts the non-legally binding
16
17 Working Definition of Anti-Semitism adopted by the International
17
18 Holocaust Remembrance Alliance (IHRA) on May 26, 2016, including the
18
19 contemporary examples of anti-Semitism set forth therein,
19
20 exclusively as a tool and guide for training, education, and
20
21 recognizing and combating anti-Semitic hate crimes or discrimination
21
22 and for tracking and reporting anti-Semitic incidents in this state.

23 B. The provisions of this act shall not be construed to
23
24 diminish or infringe upon any right protected under the First

1 Amendment to the United States Constitution or the Oklahoma

2 Constitution.

3 SECTION 2. This act shall become effective July 1, 2025.

4 SECTION 3. It being immediately necessary for the preservation
4
5 of the public peace, health or safety, an emergency is hereby
5
6 declared to exist, by reason whereof this act shall take effect and
6
7 be in full force from and after its passage and approval.
