7 An Act relating to agriculture; creating the Oklahoma

9 providing source of funds; authorizing the Oklahoma
10 Department of Agriculture, Food, and Forestry to use
10 certain funds; stating purpose of fund; providing for
11 codification; and providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 5-60.7 of Title 2, unless there
16
17 is created a duplication in numbering, reads as follows:

18 A. The Oklahoma Department of Agriculture, Food, and Forestry
18
19 shall operate an "Oklahoma Local Food for Schools" program for the
19
20 purpose of facilitating the purchase of local foods by school
20
21 districts.

22 B. The Department shall encourage school districts to partner
22
23 with local producers and meat processors by providing reimbursement
23
24 to the school district for local food costs.

1 C. The Department is authorized to promulgate rules necessary

2 for the implementation of this act.

3 SECTION 2. NEW LAW A new section of law to be codified
3
4 in the Oklahoma Statutes as Section 5-60.8 of Title 2, unless there
4
5 is created a duplication in numbering, reads as follows:

6 There is hereby created in the State Treasury a revolving fund
6
7 for the Oklahoma Department of Agriculture, Food, and Forestry to be
7
8 designated the "Oklahoma Local Food for Schools Revolving Fund".
8
9 The fund shall be a continuing fund, not subject to fiscal year
9
10 limitations, and shall consist of all monies received by the
10
11 Department from legislative appropriations for the purpose of
11
12 facilitating the purchase of local food by school districts pursuant
12
13 to the Oklahoma Local Food for Schools program created in Section 1
13
14 of this act. All monies accruing to the credit of the fund are
14
15 hereby appropriated and may be expended by the Department for the
15
16 purpose provided for in this section. Expenditures from the fund
16
17 shall be made upon warrants issued by the State Treasurer against
17
18 claims filed as prescribed by law with the Director of the Office of
18
19 Management and Enterprise Services for approval and payment.
19
20 SECTION 3. This act shall become effective November 1, 2025.
