7 An Act relating to retirement; providing for benefits
7 increases for certain retirees; and providing for
8 codification.

11 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

12 SECTION 1. NEW LAW A new section of law to be codified
12
13 in the Oklahoma Statutes as Section 49-143.8 of Title 11, unless
13
14 there is created a duplication in numbering, reads as follows:
14
15 A. Except as provided in subsection B of this section, and
15
16 persons receiving benefits pursuant to Section 49-101 of Title 11 of
16
17 the Oklahoma Statutes, any member of the Oklahoma Firefighters
17
18 Pension and Retirement System receiving benefits from the System as
18
19 of June 30, 2025, who continues to receive benefits on or after the
19
20 effective date of this act shall receive a five percent (5%)
20
21 increase in benefits.
21
22 B. 1. For any member of the System who joined prior to January
22
23 1, 1981, who shall have his or her pension or the pension of his or
23
24 her surviving spouse increased or decreased by one-half (1/2) of all

1 increases or decreases which shall occur in the salary of a regular
1
2 firefighter in the municipality from which the member is receiving a
2
3 pension, any increase in benefits shall be used to offset the
3
4 increase provided in subsection A of this section.
4
5 2. For the purposes of this section, "regular firefighter"
5
6 means a salaried firefighter who has reached his or her maximum
6
7 salary as a private in his or her department and has not been
7
8 promoted to a position of rank.
8
9 C. Effective July 1, 2026, any persons receiving benefits
9
10 pursuant to Section 49-101 of Title 11 of the Oklahoma Statutes
10
11 shall receive an increase of five percent (5%) of the amount
11
12 prescribed in Section 49-143.7 of Title 11 of the Oklahoma Statutes.
12
13 SECTION 2. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 50-136.10 of Title 11, unless
14
15 there is created a duplication in numbering, reads as follows:
15
16 A. Except as provided in subsection B of this section, any
16
17 person receiving benefits from the Oklahoma Police Pension and
17
18 Retirement System as of June 30, 2025, and who continues to receive
18
19 benefits on or after the effective date of this act shall receive a
19
20 five percent (5%) increase in benefits.
20
21 B. For any member of the System who joined prior to January 1,
21
22 1981, who shall have his or her pension increased or decreased by
22
23 one-third (1/3) of any increase or decrease to the base salary of a
23
24 regular police officer, any increase in benefits a person is

1 eligible to receive after July 1, 2020, shall be offset by the
1
2 increase in benefits, if any, provided by this section.

3 SECTION 3. NEW LAW A new section of law to be codified
3
4 in the Oklahoma Statutes as Section 1104L of Title 20, unless there
4
5 is created a duplication in numbering, reads as follows:
5
6 Any person receiving benefits from the Uniform Retirement System
6
7 for Justices and Judges as of June 30, 2025, who continues to
7
8 receive benefits on or after the effective date of this act shall
8
9 receive a five percent (5%) increase in benefits.
9
10 SECTION 4. NEW LAW A new section of law to be codified
10
11 in the Oklahoma Statutes as Section 2-305.13 of Title 47, unless
11
12 there is created a duplication in numbering, reads as follows:

13 A. Except as provided in subsection B of this section, any
13
14 person receiving benefits from the Oklahoma Law Enforcement
14
15 Retirement System as of June 30, 2025, and who continues to receive
15
16 benefits on or after the effective date of this act shall receive a
16
17 five percent (5%) increase in benefits.

18 B. Any increase in benefits a person is eligible to receive
18
19 pursuant to subsection B, C, or D of Section 2-305 of Title 47 of
19
20 the Oklahoma Statutes after the effective date of this act shall be
20
21 offset by the increase in benefits provided by this section.

22 SECTION 5. NEW LAW A new section of law to be codified
22
23 in the Oklahoma Statutes as Section 17-116.23 of Title 70, unless
23
24 there is created a duplication in numbering, reads as follows:

1 Any person receiving benefits from the Teachers' Retirement
1
2 System of Oklahoma as of June 30, 2025, who continues to receive
2
3 benefits on or after the effective date of this act shall receive a
3
4 five percent (5%) increase in benefits.

5 SECTION 6. NEW LAW A new section of law to be codified
5
6 in the Oklahoma Statutes as Section 930.12 of Title 74, unless there
6
7 is created a duplication in numbering, reads as follows:
7
8 Any person receiving benefits from the Oklahoma Public Employees
8
9 Retirement System as of June 30, 2025, who continues to receive
9
10 benefits on or after the effective date of this act shall receive a
10
11 five percent (5%) increase in benefits.
