7 An Act relating to public health; prohibiting certain
7 vaccination of an infant without prior written
8 informed consent; making vaccination voluntary and
8 opt-in only; prohibiting certain requirement or
9 implication; providing for codification; and
9 providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 1-511.1 of Title 63, unless
14
15 there is created a duplication in numbering, reads as follows:

16 A. As provided in the Parents' Bill of Rights, a health care
16
17 provider shall not administer any vaccine to an infant including,
17
18 but not limited to, the Hepatitis B vaccine, unless the health care
18
19 provider has obtained the prior written informed consent of the
19
20 infant's parent or legal guardian and has explained any risks
20
21 associated with the vaccine to the parent or legal guardian.

22 B. The vaccines described in subsection A of this section shall
22
23 be voluntary and on an opt-in basis only. The health care provider
23
24 shall not require, or imply that it is required for, the parent or

1 legal guardian to consent to such vaccines on behalf of the parent

2 or legal guardian's infant.

3 SECTION 2. This act shall become effective November 1, 2025.
