7 An Act relating to professions and occupations;
7 transferring certain administration to Service
8 Oklahoma by certain date; providing for the
8 promulgation of rules; directing the Executive
9 Director of Service Oklahoma and Secretary of
9 Licensing and Regulation to make certain
10 determination; requiring certain annual performance
10 report; allowing for adoption, amendment, or
11 rejection of certain recommendations; requiring
11 certain quarterly report; providing for codification;
12 and providing an effective date.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

16 SECTION 1. NEW LAW A new section of law to be codified
16
17 in the Oklahoma Statutes as Section 6021 of Title 59, unless there
17
18 is created a duplication in numbering, reads as follows:
18
19 A. No later than December 31, 2030, the administration of
19
20 professional and occupational licensing in this state including, but
20
21 not limited to, the licensing of health care providers, behavioral
21
22 health providers, and professional occupations, shall be transferred
22
23 to Service Oklahoma.
23
24 B. Nothing in this section shall be construed to:

1 1. Remove, abrogate, reduce, or otherwise affect any power or
1
2 duty of a licensing board to establish or enforce licensure
2
3 qualifications, examination requirements, or disciplinary standards
3
4 or procedures, or to exercise any other power or duty of the
4
5 licensing board as provided by law; or
5
6 2. Confer to Service Oklahoma any power or duty of a licensing
6
7 board provided by law including, but not limited to, those described
7
8 in paragraph 1 of this section. The sole function of Service
8
9 Oklahoma under the provisions of this section shall be to administer
9
10 the issuance of professional and occupational licenses in this
10
11 state.
11
12 C. Service Oklahoma and all licensing boards covered under this
12
13 section may promulgate rules as necessary to implement the
13
14 provisions of this section.

15 D. 1. The Executive Director of Service Oklahoma and the
15
16 Secretary of Licensing and Regulation shall determine the order in
16
17 which professional and occupational licensing services are onboarded
17
18 to Service Oklahoma.
18
19 2. Beginning no later than July 1, 2026, and to be completed no
19
20 later than December 31, 2030, the boards identified by the Executive
20
21 Director of Service Oklahoma and the Secretary of Licensing and
21
22 Regulation shall transition to Service Oklahoma for the application
22
23 and renewal of professional and occupational licenses.

1 3. Before the third Tuesday of November of each year, Service
1
2 Oklahoma shall prepare and submit a detailed annual performance
2
3 report and recommendation to the Governor, the President Pro Tempore
3
4 of the Senate, and the Speaker of the House of Representatives. The
4
5 first report shall be due by November 18, 2025. The report shall
5
6 include the following:

7 a. information related to the metrics used for assessing
7
8 customer satisfaction, transaction efficiency, and
8
9 service reliability,
9
10 b. analysis of cost-effectiveness and adherence to the
10
11 approved budget,
11
12 c. information on identified areas for improvement and a
12
13 corrective action plan, if necessary, and
13
14 d. recommendations for expanding or discontinuing
14
15 professional and occupational licensing services
15
16 established by this section.

17 4. Any change in professional and occupational licensing
17
18 services established by this section, unless rejected or amended as
18
19 provided by this subsection, shall become effective on July 1 of the
19
20 following calendar year.

21 5. If the annual performance report demonstrates that the
21
22 established performance metrics have been met or exceeded,
22
23 additional boards, commissions, or agencies identified within the
23
24 annual report shall transition their professional and occupational

1 licensing services as recommended by Service Oklahoma, effective on
1
2 July 1 of the following calendar year.

3 6. If the annual performance report demonstrates that the
3
4 established performance metrics have not been met, the Legislature
4
5 or the Governor may amend or reject the recommendations contained
5
6 therein. Any amendment passed by a majority vote of each house of
6
7 the Legislature shall become effective as provided by the amendment
7
8 unless vetoed by the Governor.
8
9 E. Beginning January 1, 2027, Service Oklahoma shall publish
9
10 and make available publicly a quarterly report summarizing the
10
11 applicable performance metrics, customer feedback, and progress
11
12 toward achieving benchmarks established by the Executive Director of
12
13 Service Oklahoma and the Secretary of Licensing and Regulation.

14 SECTION 2. This act shall become effective November 1, 2025.
