7 An Act relating to teachers; directing the Commission
7 for Educational Quality and Accountability to
8 promulgate rules establishing certain micro-
8 credential; establishing minimum requirements for
9 micro-credential; authorizing a certified teacher
9 with certain micro-credential to screen students for
10 and identify characteristics of dyslexia; directing
10 certain micro-credential to be reflected on certain
11 certificate; providing for codification; providing an
11 effective date; and declaring an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 7002 of Title 70, unless there
16
17 is created a duplication in numbering, reads as follows:

18 A. The Commission for Educational Quality and Accountability
18
19 shall promulgate rules establishing a micro-credential for certified
19
20 teachers who complete Certified Academic Language Therapist (CALT)
20
21 certification or Center for Effective Reading Instruction (CERI).

22 B. The requirements for a CALT micro-credential or a CERI
22
23 micro-credential shall include at a minimum:

24 1. A master's degree;

1 2. Completion of a comprehensive therapy-level training;

2 3. Successful passage of a CALT competency examination or CERI
2
3 competency examination; and
3
4 4. Twenty-eight (28) days of instruction post the passage of
4
5 the applicable competency examination.

6 C. A certified teacher who earns a CALT micro-credential or a
6
7 CERI micro-credential shall be authorized to screen students for and
7
8 identify characteristics of dyslexia.
8
9 D. A micro-credential awarded pursuant to this section shall be
9
10 reflected on a teacher's certificate to teach.

11 SECTION 2. This act shall become effective July 1, 2025.
11
12 SECTION 3. It being immediately necessary for the preservation
12
13 of the public peace, health, or safety, an emergency is hereby
13
14 declared to exist, by reason whereof this act shall take effect and
14
15 be in full force from and after its passage and approval.
