6 An Act relating to welfare programs; defining term;
6 prohibiting this state and any political subdivision
7 of this state from providing universal basic income;
7 providing for codification; and providing an
8 effective date.

10 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

11 SECTION 1. NEW LAW A new section of law to be codified
11
12 in the Oklahoma Statutes as Section 270 of Title 56, unless there is
12
13 created a duplication in numbering, reads as follows:
13
14 A. As used in this section, "universal basic income" means any
14
15 welfare program that provides a recurring source of income in the
15
16 form of a government transfer payment to all residents or citizens
16
17 or all adult residents or citizens within a designated area or
17
18 political boundary, which income is provided without a means test or
18
19 work requirement.

20 B. No universal basic income shall be provided by this state or
20
21 any political subdivision of this state.

22 SECTION 2. This act shall become effective November 1, 2025.
