7 An Act relating to schools; amending 70 O.S. 2021,
7 Section 24-156, as amended by Section 1, Chapter 451,
8 O.S.L. 2024 (70 O.S. Supp. 2024, Section 24-156),
8 which relates to the Chase Morris Sudden Cardiac
9 Arrest Prevention Act; requiring certain school
9 personnel to complete training in cardiopulmonary
10 resuscitation annually; prohibiting a coach from
10 coaching an athletic activity until completing
11 certain training; requiring school nurses to complete
11 certain training every two years; updating statutory
12 language; providing an effective date; and declaring
12 an emergency.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15
16 SECTION 1. AMENDATORY 70 O.S. 2021, Section 24-156, as
16
17 amended by Section 1, Chapter 451, O.S.L. 2024 (70 O.S. Supp. 2024,
17
18 Section 24-156), is amended to read as follows:
18
19 Section 24-156. A. This act shall be known and may be cited as
19
20 the "Chase Morris Sudden Cardiac Arrest Prevention Act".
20
21 B. As used in the Chase Morris Sudden Cardiac Arrest Prevention
21
22 Act, "athletic activity" means any sport sanctioned and offered in
22
23 grades seven through twelve by a school district.

1 C. The State Department of Health and the State Department of
1
2 Education shall jointly develop and post on their publicly
2
3 accessible websites guidelines and other relevant materials to
3
4 inform and educate students participating in or desiring to
4
5 participate in an athletic activity, their parents, and their
5
6 coaches about the nature and warning signs of sudden cardiac arrest
6
7 including the risks associated with continuing to play or practice
7
8 after experiencing one or more symptoms of sudden cardiac arrest
8
9 including unexplained fainting, difficulty breathing, chest pains,
9
10 dizziness, and abnormal racing heart rate. In developing the
10
11 guidelines and materials, the State Department of Health and the
11
12 State Department of Education may utilize existing materials
12
13 developed by other entities or organizations.

14 D. A student participating in or desiring to participate in an
14
15 athletic activity and the student's parent or guardian shall, each
15
16 school year and prior to participation by the student in an athletic
16
17 activity, sign and return to the student's school an acknowledgement
17
18 of receipt and review of a sudden cardiac arrest symptoms and
18
19 warning signs information sheet jointly developed by the State
19
20 Department of Health and the State Department of Education.
20
21 E. A school may hold an informational meeting prior to the
21
22 start of each athletic season for all ages of competitors regarding
22
23 the symptoms and warning signs of sudden cardiac arrest. In
23
24 addition to students, parents, coaches, and other school officials,

1 informational meetings may include physicians, pediatric
1
2 cardiologists, and athletic trainers.

3 F. A student who collapses or faints without a concurrent head
3
4 injury while participating in an athletic activity shall be removed
4
5 by the coach from participation at that time.
5
6 G. A student removed or prevented from participating in an
6
7 athletic activity pursuant to subsection F of this section shall not
7
8 return to participation until the student is evaluated and cleared
8
9 for return to participation in writing by a health care provider as
9
10 defined in Section 3090.2 of Title 63 of the Oklahoma Statutes.

11 H. Once each year, a coach of an athletic activity, school
11
12 nurses, and athletic trainers shall complete:
12
13 1. The sudden cardiac arrest training course offered by a
13
14 provider approved by the State Department of Health; and
14
15 2. Training in first aid, cardiopulmonary resuscitation, and
15
16 use of an automated external defibrillator. The training shall
16
17 follow guidelines set by a nationally recognized, guidelines-based
17
18 organization focused on emergency cardiovascular care.
18
19 A coach of an athletic activity shall not coach the athletic
19
20 activity until the coach completes the training course required
20
21 under this subsection.
21
22 I. A coach of an athletic activity and athletic trainers shall
22
23 complete annual training in cardiopulmonary resuscitation. A coach
23
24 of an athletic activity shall not coach the athletic activity until

1 he or she completes the training required by this subsection. Once
1
2 every two (2) years, school nurses shall complete training in
2
3 cardiopulmonary resuscitation.

4 J. Each public school in this state shall develop a sudden
4
5 cardiac emergency response plan. The plan shall be formulated by a
5
6 school site administrator and presented to the school district board
6
7 of education. The plan shall:
7
8 1. Establish and provide for membership of a sudden cardiac
8
9 emergency response team for each school site. Each team shall
9
10 include a school site administrator;
10
11 2. Activate the team in response to a sudden cardiac arrest;
11
12 3. Implement automated external defibrillator (AED) placement
12
13 and routine maintenance within the school as needed and dictated by
13
14 the plan and in accordance with guidelines set by a nationally
14
15 recognized, guidelines-based organization focused on emergency
15
16 cardiovascular care. The plan shall provide for implementation of
16
17 clearly marked and easily accessible AED placement;
17
18 4. Provide for communication and dissemination of the plan
18
19 throughout the school campus;
19
20 5. Require the response team to practice the plan by conducting
20
21 periodic drills;

22 6. Provide for coordination with emergency medical service
22
23 providers that serve the area in which the school is located;

1 7. Address athletic events and athletic facilities at each
1
2 middle school and high school site provided:
2
3 a. an AED shall be placed at each athletic venue or be
3
4 accessible within one (1) to three (3) minutes of each
4
5 venue where athletic practices or competitions are
5
6 held, or
6
7 b. a mobile AED device shall be on the premises in
7
8 accordance with guidelines set by a nationally
8
9 recognized, guidelines-based organization focused on
9
10 emergency cardiovascular care;
10
11 8. Provide for appropriate school staff to be trained in first
11
12 aid, cardiopulmonary resuscitation, and the use of an AED in
12
13 accordance with guidelines set by a nationally recognized,
13
14 guidelines-based organization focused on emergency cardiovascular
14
15 care. The plan shall stipulate the appropriate staff to receive
15
16 training which shall include, but not be limited to, athletic
16
17 coaches, school nurses, and athletic trainers; and
17
18 9. Be reviewed by the school district board of education and
18
19 sudden cardiac emergency response team members and updated annually.
19
20 J. K. The sponsors of youth athletic activities not associated
20
21 with a school are encouraged to follow the guidance stated in the
21
22 Chase Morris Sudden Cardiac Arrest Prevention Act.
22
23 K. L. Nothing in the Chase Morris Sudden Cardiac Arrest
23
24 Prevention Act shall be construed to create, establish, expand,

1 reduce, contract, or eliminate any civil liability on the part of
1
2 any school or school employee.

3 L. M. The State Board of Health and the State Board of
3
4 Education shall promulgate rules to implement the provisions of the
4
5 Chase Morris Sudden Cardiac Arrest Prevention Act.
5
6 SECTION 2. This act shall become effective July 1, 2025.
6
7 SECTION 3. It being immediately necessary for the preservation
7
8 of the public peace, health, or safety, an emergency is hereby
8
9 declared to exist, by reason whereof this act shall take effect and
9
10 be in full force from and after its passage and approval.
