7   An Act relating to workforce training for educators;

7   providing for certain annual training; providing

8   purpose of training; directing certain components of

8   training to be included; requiring annual update;

9   allowing certain time of training; requiring certain

9   inclusion; directing certain posting of required

10  training; providing for codification; providing an

10  effective date; and declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.     NEW LAW  A new section of law to be codified

14

15 in the Oklahoma Statutes as Section 905 of Title 40, unless there is
15

16 created a duplication in numbering, reads as follows:
16

17  A. The Oklahoma Workforce Commission shall develop workforce

17

18 and industry training for the use of teachers and administrators
18

19 across the state no later than August 1, 2026, and each year
19

20 thereafter. The purpose of the training shall be to improve the
20

21 knowledge of teachers and administrators on the conditions of
21

22 Oklahoma's workforce and to ensure that the students of the state
22

23 are fully prepared to access career pathways upon graduation.

1   1. The training shall include instruction over the key

2 industries of Oklahoma as determined by the Oklahoma Workforce
2

3 Commission, as well as workforce shortages in those industries. The
3

4 training shall be updated annually to reflect changes in Oklahoma's
4

5 key industries and the workforce demand of those industries no later
5

6 than August 1, 2027.

7   2. The training shall be no more than one (1) hour in duration

7

8 and shall be accessible in an online video format compatible with
8

9 the State Department of Education online professional learning
9

10 platform.

11  B. All teachers pursuant to Section 1-116 of Title 70 of the

11

12 Oklahoma Statutes or any subsequent statute shall be required to
12

13 watch the training on an annual basis, starting no later than May 1,
13

14 2027.
14

15  C. The State Department of Education shall be responsible for

15

16 annually posting the training on its online professional learning
16

17 platform no later than October 30, 2026, and each year thereafter.

18  SECTION 2. This act shall become effective July 1, 2025.

18

19  SECTION 3. It being immediately necessary for the preservation

19

20 of the public peace, health or safety, an emergency is hereby
20

21 declared to exist, by reason whereof this act shall take effect and
21

22 be in full force from and after its passage and approval.
