7   An Act relating to state government; amending Section

7   1, Chapter 376, O.S.L. 2024 (74 O.S. Supp. 2024,

8   Section 6301), which relates to prohibition against

8   mandates by international organizations; prohibiting

9   enforcement or implementation of certain mandates;

9   requiring and prohibiting certain actions by the

10  state and political subdivisions; and declaring an

10  emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.     AMENDATORY  Section 1, Chapter 376, O.S.L.

14

15 2024 (74 O.S. Supp. 2024, Section 6301), is amended to read as
15

16 follows:
16

17  Section 6301. A. The World Health Organization, the United

17

18 Nations, and the World Economic Forum have no jurisdiction in this
18

19 state. The state and its political subdivisions, including, but not
19

20 limited to, counties, cities, towns, precincts, water districts,
20

21 school districts, school administrative units, or quasi-public
21

22 entities, shall not be compelled to engage in the enforcement of, or
22

23 any collaboration with the enforcement of, any requirements or
23

24 mandates issued by the World Health Organization, the United

1 Nations, or the World Economic Forum. No rule, regulation, fee,
1

2 tax, policy, or mandate of any kind of the World Health
2

3 Organization, United Nations, or the World Economic Forum shall be
3

4 enforced or implemented by the state or its political subdivisions.

5   B. Any requirements or mandates issued by the World Health

5

6 Organization, the United Nations, or the World Economic Forum shall
6

7 not be used in this state as a basis for action, nor to direct,
7

8 order, or otherwise impose, contrary to the constitution and laws of
8

9 this state, any requirements whatsoever, including those for masks,
9

10 vaccines, or medical testing, or gather any public or private
10

11 information about the state's citizens or residents, and shall have
11

12 no force or effect in this state.

13  C. The state and its political subdivisions:

13

14  1. Shall resist all efforts by the World Health Organization,

14

15 the United Nations, the World Economic Forum, and other
15

16 international governmental and nongovernmental organizations to
16

17 exercise jurisdiction within this state; and
17

18  2. Shall not cooperate with efforts by United States federal

18

19 authorities to implement rules, regulations, and mandates
19

20 originating from such international governmental and nongovernmental
20

21 organizations that infringe on the sovereignty of this state and the
21

22 individual freedoms of the state's citizens or residents.
22

23  SECTION 2. It being immediately necessary for the preservation

23

24 of the public peace, health or safety, an emergency is hereby

1 declared to exist, by reason whereof this act shall take effect and

2 be in full force from and after its passage and approval.
