7 An Act relating to the Oklahoma Science and
7 Technology Research and Development Act; authorizing
8 the Oklahoma Center for the Advancement of Science
8 and Technology (OCAST) to establish the Doctoral
9 Retention Grant Program; prohibiting the duplication
9 of funds to be administered; requiring applicants to
10 adhere to certain policies to be awarded grant funds
10 under program; defining term; creating the Doctoral
11 Retention Grant Program Revolving Fund; providing for
11 funding; authorizing OCAST to administer funds;
12 providing for codification; and providing an
12 effective date.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

16 SECTION 1. NEW LAW A new section of law to be codified
16
17 in the Oklahoma Statutes as Section 5060.46 of Title 74, unless
17
18 there is created a duplication in numbering, reads as follows:

19 A. The Oklahoma Center for the Advancement of Science and
19
20 Technology (OCAST), with the participation and advice of the
20
21 Oklahoma Science and Technology Research and Development Board and
21
22 approval from OCAST, shall establish the Doctoral Retention Grant
22
23 Program. The program shall include development of competitive
23
24 grants to be awarded to applicants seeking to stay in Oklahoma to

1 further the mission of OCAST. OCAST and the Board shall examine

2 best practices in other states to facilitate the framework of the
2
3 program. OCAST shall administer the program.

4 B. No grants shall be developed or awarded under the provisions
4
5 of this program that would duplicate existing incentive
5
6 opportunities in this state.
6
7 C. In the administration of the program authorized by this
7
8 section, OCAST shall secure service testing data to ensure
8
9 recipients provide the service or services proposed by such
9
10 recipients when applying for such grants.
10
11 D. All grant awards authorized pursuant to the provisions of
11
12 this section shall include a clawback provision. For purposes of
12
13 this subsection, "clawback provision" means a condition precedent to
13
14 participate in the program whereby a grant recipient formally agrees
14
15 to reimburse the program all or part of a grant award upon the
15
16 failure of the recipient to fulfill contract terms included in the
16
17 grant award.

18 E. There is hereby created in the State Treasury a revolving
18
19 fund for OCAST to be designated the "Doctoral Retention Grant
19
20 Program Revolving Fund". The revolving fund shall be a continuing
20
21 fund, not subject to fiscal year limitations, and shall consist of
21
22 all monies designated for deposit to the fund. All monies accruing
22
23 to the credit of the revolving fund are hereby appropriated and may
23
24 be budgeted and expended by OCAST for purposes of awarding grants by

1 and through OCAST pursuant to subsection A of this section and for

2 the operating expenses of OCAST.

3 SECTION 2. This act shall become effective November 1, 2025.
