7 An Act relating to law enforcement canines; creating
7 the Canine Cooperative Grant Program and the Canine
8 Cooperative Grant Program Revolving Fund; specifying
8 permissible sources of funding; authorizing certain
9 expenditures by the Department of Environmental
9 Quality; requiring promulgation of rules; providing
10 authorized purposes for financial assistance;
10 allowing certain fund retention; establishing maximum
11 annual grant limits; providing for codification; and
11 providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 2-122.4 of Title 47, unless
16
17 there is created a duplication in numbering, reads as follows:

18 A. The Department of Environmental Quality shall promulgate
18
19 rules to create the Canine Cooperative Grant Program to provide
19
20 financial assistance to state, county, and municipal law enforcement
20
21 entities and fire departments for the acquisition and training of
21
22 law enforcement canines and search, rescue, and recovery canines and
22
23 medical expenses for the canines related to injuries sustained while
23
24 in the line of service; provided, canines shall be trained in

1 accordance with state law and agency standards and shall be

2 specifically allocated for law enforcement officers and fire
2
3 departments.

4 B. There is hereby created in the State Treasury a revolving
4
5 fund for the Department of Environmental Quality to be designated
5
6 the "Canine Cooperative Grant Program Revolving Fund". The fund
6
7 shall be a continuing fund, not subject to fiscal year limitations,
7
8 and shall consist of all monies received from legislative
8
9 appropriations, private donations, and federal grant programs. All
9
10 monies accruing to the credit of the fund are hereby appropriated
10
11 and may be budgeted and expended by the Department of Environmental
11
12 Quality for the administration of the Canine Cooperative Grant
12
13 Program. Expenditures from the fund shall be made upon warrants
13
14 issued by the State Treasurer against claims filed as prescribed by
14
15 law with the Director of the Office of Management and Enterprise
15
16 Services for approval and payment.

17 C. The Department of Environmental Quality may retain five
17
18 percent (5%) of the proceeds of the fund annually to be used for the
18
19 administration of the program.

20 D. Subject to the availability of funds, the program shall have
20
21 the following annual limits for grants:
21
22 1. Grants not to exceed Ten Thousand Dollars ($10,000.00) per
22
23 county sheriff for canine purchases or canine training;

2 municipal police department for canine purchases or canine training;

4 3. Grants not to exceed Ten Thousand Dollars ($10,000.00) per

5 fire department for canine purchases or canine training.

6 E. Subject to the availability of funds, the program shall make
6
7 grants for the reimbursement of medical expenses for canines injured
7
8 in the line of service with state, county, or municipal law
8
9 enforcement or a fire department.

10 SECTION 2. This act shall become effective November 1, 2025.
