7 An Act relating to the Oklahoma Interventional Pain
7 Management and Treatment Act; amending 59 O.S. 2021,
8 Section 650, which relates to interventional pain
8 management license; defining term; and providing an
9 effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. AMENDATORY 59 O.S. 2021, Section 650, is
13
14 amended to read as follows:
14
15 Section 650. A. This act shall be known and may be cited as
15
16 the "Oklahoma Interventional Pain Management and Treatment Act".
16
17 B. As used in this section:
17
18 1. "Chronic pain" means a pain state which is subacute,
18
19 persistent and intractable;
19
20 2. "Fluoroscope" means a radiologic instrument equipped with a
20
21 fluorescent screen on which opaque internal structures can be viewed
21
22 as moving shadow images formed by the differential transmission of
22
23 X-rays throughout the body; and

1 3. "Interventional pain management" means the practice of

2 medicine devoted to the diagnosis and treatment of chronic pain,
2
3 through the use of such techniques as:
3
4 a. ablation of targeted nerves,
4
5 b. percutaneous precision needle placement within the
5
6 spinal column with placement of drugs such as local
6
7 anesthetics, steroids, analgesics in targeted areas of
7
8 the spinal column, or
8
9 c. surgical techniques, such as laser or endoscopic
9
10 diskectomy, intrathecal infusion pumps and spinal cord
10
11 stimulators; and

12 4. "Supervision" means that the supervising physician is
12
13 present in the office before, during, and after the procedure and
13
14 includes the authorization and evaluation of the procedure, ensuring
14
15 that the patient-physician relationship remains intact.

16 C. It shall be unlawful to practice or offer to practice
16
17 interventional pain management in this state unless such person has
17
18 been duly licensed under the provisions of the Oklahoma Allopathic
18
19 Medical and Surgical Licensure and Supervision Act or the Oklahoma
19
20 Osteopathic Medicine Act.

21 D. Nothing in this section shall be construed to forbid the
21
22 administration of lumbar intra-laminar epidural steroid injections
22
23 or peripheral nerve blocks by a certified registered nurse
23
24 anesthetist when requested to do so by a physician and under the

1 supervision of an allopathic or osteopathic physician licensed in
1
2 this state and under conditions in which timely on-site consultation
2
3 by such allopathic or osteopathic physician is available.
3
4 E. A certified registered nurse anesthetist shall not operate a
4
5 freestanding pain management facility without direct supervision of
5
6 a physician who is board-certified in interventional pain management
6
7 or its equivalent.

8 SECTION 2. This act shall become effective November 1, 2025.
