7 An Act relating to education; amending 70 O.S. 2021,
7 Sections 3-116.2 and 3-116.3, which relate to the
8 Commission for Educational Quality and Accountability
8 and the Office of Educational Quality and
9 Accountability; renaming Commission effective on
9 certain date; providing for member terms to be
10 staggered; renaming the Office of Educational Quality
10 and Accountability; updating statutory references;
11 updating certain references beginning on certain
11 date; and providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. AMENDATORY 70 O.S. 2021, Section 3-116.2, is
15
16 amended to read as follows:
16
17 Section 3-116.2. A. Effective January 1, 2013, there is hereby
17
18 created the Commission for Educational Quality and Accountability,
18
19 which shall be known as the Commission for Education Impact
19
20 effective November 1, 2025. The membership of the Commission shall
20
21 consist of:
21
22 1. The Secretary of Education, who shall serve as the chair of
22
23 the Commission;

1 2. One member appointed by the Governor, with the advice and

2 consent of the Senate, representing business and industry from an
2
3 Oklahoma employer with five hundred (500) or fewer employees;
3
4 3. One member, appointed by the Governor, with the advice and
4
5 consent of the Senate, who is a parent of a child enrolled in a
5
6 public school in this state;
6
7 4. One member, appointed by the Governor, with the advice and
7
8 consent of the Senate, who is an administrator of a public school
8
9 district;
9
10 5. One member, appointed by the Governor, with the advice and
10
11 consent of the Senate, who shall represent higher education teacher
11
12 education programs;
12
13 6. One member appointed by the Governor, with the advice and
13
14 consent of the Senate, who shall be an active classroom teacher in
14
15 kindergarten through grade six; and
15
16 7. One member appointed by the Governor, with the advice and
16
17 consent of the Senate, who shall be an active classroom teacher in
17
18 grades seven through twelve.
18
19 The terms of the initial appointed members shall commence on
19
20 January 1, 2013, and shall end on June 30, 2014. The Effective
20
21 November 1, 2025, the terms of subsequently the six appointed
21
22 members shall commence on July 1 of each year following the election
22
23 of the Governor thereafter and shall be for staggered. The terms of
23
24 members appointed after the effective date of this act shall

1 commence on July 1, 2027. The terms of two members shall end on
1
2 June 30, 2029, on June 30, 2030, and on June 30, 2031. The terms of
2
3 subsequently appointed members shall be four (4) years. If a
3
4 vacancy occurs, the vacancy shall be filled for the unexpired term
4
5 in the same manner as the office was previously filled.
5
6 B. A quorum of the Commission, which shall consist of four
6
7 members, shall be present in order for the Commission to transact
7
8 any business. Members shall be reimbursed for travel in the
8
9 performance of their official duties in accordance with the State
9
10 Travel Reimbursement Act.
10
11 C. Prior to July 1, 2013, the Commission shall meet to organize
11
12 and plan for the assumption of the powers and duties of the
12
13 Education Oversight Board and the Oklahoma Commission for Teacher
13
14 Preparation.
14
15 D. Beginning July 1, 2013, the Commission shall assume the
15
16 following duties:
16
17 1. Oversee implementation of the provisions of Enrolled House
17
18 Bill No. 1017 of the 1st Extraordinary Session of the 42nd Oklahoma
18
19 Legislature;
19
20 2. Implementation of the provisions of the Oklahoma Teacher
20
21 Preparation Act as provided for in law;
21
22 3. Make recommendations to the Governor and Legislature on
22
23 methods to achieve an aligned, seamless system from preschool
23
24 through postsecondary education; and

1 4. Set performance levels and corresponding cut scores pursuant
1
2 to the Oklahoma School Testing Program Act and as provided for in
2
3 Section 1210.541 of Title 70 of the Oklahoma Statutes this title.

4 E. Beginning July 1, 2013, the Commission shall govern the
4
5 operation of the Office of Educational Quality and Accountability
5
6 ImpactEd created in Section 3-117 of Title 70 of the Oklahoma
6
7 Statutes this title.
7
8 F. 1. Beginning July 1, 2014, the Commission shall assume the
8
9 following duties of the Oklahoma Commission for Teacher Preparation
9
10 according to the provisions of the Oklahoma Teacher Preparation Act:
10
11 a. approval and accreditation of teacher education
11
12 programs, and
12
13 b. assessment of candidates for licensure and
13
14 certification.
14
15 2. To implement the provisions of this subsection the
15
16 Commission shall:
16
17 a. include the State Board of Education in the process,
17
18 b. review and assess approved, accredited, and new
18
19 programs of teacher education, and
19
20 c. encourage studies and research designed to improve
20
21 teacher education.

22 SECTION 2. AMENDATORY 70 O.S. 2021, Section 3-116.3, is
22
23 amended to read as follows:

2 references to the Education Oversight Board shall mean the
2
3 Commission for Educational Quality and Accountability Education
3
4 Impact.

5 B. As of July 1, 2013 November 1, 2025, all references to the

6 Office of Accountability shall mean the Office of Educational
6
7 Quality and Accountability ImpactEd.

8 C. As of July 1, 2014 November 1, 2025, all references to the
8
9 Oklahoma Commission for Teacher Preparation shall mean the
9
10 Commission for Educational Quality and Accountability Education
10
11 Impact.

12 SECTION 3. This act shall become effective November 1, 2025.
