7   An Act relating to law enforcement; requiring the

7   Council on Law Enforcement Education and Training and

8   the Department of Mental Health and Substance Abuse

8   Services to develop certain program; providing

9   certain designation; authorizing promulgation of

9   rules; providing for codification; and providing an

10  effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.     NEW LAW  A new section of law to be codified

14

15 in the Oklahoma Statutes as Section 3311.19 of Title 70, unless
15

16 there is created a duplication in numbering, reads as follows:
16

17  A. The Council on Law Enforcement Education and Training shall

17

18 work in conjunction with the Department of Mental Health and
18

19 Substance Abuse Services to develop a voluntary program by which law
19

20 enforcement officers can receive specialized training to respond to
20

21 calls involving individuals having a mental health crisis.
21

22  B. Law enforcement officers who volunteer to partake in such

22

23 program and complete the program's training requirements shall be
23

24 designated as law enforcement mental health specialists.

1   C. The Council on Law Enforcement Education and Training and

2 the Department of Mental Health and Substance Abuse Services shall
2

3 promulgate rules to effectuate the provisions of this section.
3

4   SECTION 2. This act shall become effective November 1, 2025.
