7   An Act relating to the Department of Public Safety;

7   amending 47 O.S. 2021, Section 2-124, which relates

8   to the Oklahoma Law Enforcement Telecommunication

8   Systems Division; updating statutory language;

9   authorizing the Department of Public Safety to

9   provide certain information for certain purpose; and

10  providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.     AMENDATORY   47 O.S. 2021, Section 2-124, is

13

14 amended to read as follows:
14

15  Section 2-124. A. There is hereby created within the

15

16 Department of Public Safety an Oklahoma Law Enforcement
16

17 Telecommunication Systems Division.
17

18  B. The Division shall:

18

19  1. Operate and maintain an on-line online, realtime real-time

19

20 computer system and a statewide law enforcement data communication
20

21 network;
21

22  2. Utilize and distribute information on vehicle registration,

22

23 driver records, criminals, and the commission of crimes;

1   3. Be responsible for the coordination of user agencies with

2 the National Crime Information Center in Washington, D.C., and the
2

3 National Law Enforcement Telecommunication Telecommunications
3

4 System, or its successor;
4

5   4. Be the central access and control point for Oklahoma's this

5

6 state's input, retrieval, and exchange of law enforcement
6

7 information in the National Crime Information Center and the
7

8 National Law Enforcement Telecommunication Telecommunications
8

9 System; and
9

10  5. Provide user agencies a data communication network, in order

10

11 to exchange and distribute law enforcement data rapidly, and
11

12 training in the use of the Oklahoma Law Enforcement
12

13 Telecommunication Systems.

14  C. The statewide law enforcement data communications network

14

15 shall be a part of the Oklahoma Government Telecommunications
15

16 Network (OGTN) created in Section 34.23 of Title 62 of the Oklahoma
16

17 Statutes; provided, however, the Department of Public Safety may
17

18 continue to operate, maintain, and enhance the statewide law
18

19 enforcement data communications network; provided, however, the
19

20 Department of Public Safety shall submit all plans for the
20

21 enhancement of the statewide law enforcement communications network
21

22 to the Office of Management and Enterprise Services for review and
22

23 approval. The Department of Public Safety shall participate with
23

1 the Office of Management and Enterprise Services in joint efforts to

2 provide services for the OGTN.

3   D. All criminal justice agencies disseminating criminal history

3

4 information derived from the National Crime Information Center's
4

5 criminal history file shall maintain a record of dissemination in
5

6 accordance with federal law as well as rules promulgated by the
6

7 National Crime Information Center and the Commissioner of Public
7

8 Safety.

9   E. The Oklahoma Law Enforcement Telecommunication Systems

9

10 Division shall have the authority to audit state and local law
10

11 enforcement and criminal justice agencies to ensure compliance with
11

12 federal laws as well as rules of the Department of Public Safety
12

13 which pertain to the Oklahoma Law Enforcement Telecommunication
13

14 Systems.
14

15  F. The Department of Public Safety may provide the Oklahoma

15

16 Turnpike Authority with vehicle owner registration information
16

17 within this state that is available through the Oklahoma Law
17

18 Enforcement Telecommunication Systems network. This provision shall
18

19 only apply for the purpose of toll collection for vehicles
19

20 identified by the Oklahoma Turnpike Authority's video toll
20

21 collection system.

22  SECTION 2. This act shall become effective November 1, 2025.
