7   An Act relating to voter registration; creating the

7   Voter Registration Integrity Act; providing short

8   title; defining terms; requiring certain

8   verification; directing retention of records for a

9   period of time; creating certain offense; providing

9   for penalties; requiring certain oversight; providing

10  for annual report; providing for noncodification;

10  providing for codification; and providing an

11  effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15  SECTION 1.     NEW LAW       A new section of law not to be

15

16 codified in the Oklahoma Statutes reads as follows:
16

17  This act shall be known and may be cited as the "Voter

17

18 Registration Integrity Act".
18

19  SECTION 2.     NEW LAW       A new section of law to be codified

19

20 in the Oklahoma Statutes as Section 4-103.2 of Title 26, unless
20

21 there is created a duplication in numbering, reads as follows:
21

22  A. As used in this act:

22

23  1. "Legal citizen" means an individual who is a citizen of the

23

24 United States under federal law;

1   2. "Resident of Oklahoma" means an individual who resides

1

2 within the State of Oklahoma and meets the residency requirements
2

3 for voter registration under the laws of this state; and
3

4   3. "State agency" means all state agencies including, but not

4

5 limited to, Service Oklahoma, licensed operators, and any entity
5

6 authorized to process voter registration applications.

7   B. No state agency, including Service Oklahoma and licensed

7

8 operators, shall provide voter registration materials to any
8

9 individual without first verifying that the individual is a legal
9

10 citizen and resident of this state in accordance with all applicable
10

11 laws. Agencies shall document and retain records of citizenship and
11

12 residency verification for a minimum of five (5) years.
12

13  C. Any individual agent of a state agency who knowingly and

13

14 willfully violates this act by providing voter registration
14

15 materials without first verifying citizenship and residency, as
15

16 required, shall upon conviction be guilty of a misdemeanor,
16

17 punishable by a fine not to exceed Five Thousand Dollars
17

18 ($5,000.00), a term of imprisonment in the county jail not to exceed
18

19 thirty (30) days, or by both such fine and imprisonment.
19

20  D. The Secretary of the State Election Board shall provide

20

21 oversight to ensure compliance with this act.
21

22  E. Any state agency that processes voter registration materials

22

23 shall submit an annual compliance report to the State Election Board
23

24 no later than January 31 of each year for the preceding year.

1   SECTION 3. This act shall become effective November 1, 2025.
