7 An Act relating to industrial energy usage; requiring
7 certain energy consumers to submit certain efficiency
8 plan; directing publication of plan; providing for
8 codification; and providing an effective date.

11 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

12 SECTION 1. NEW LAW A new section of law to be codified
12
13 in the Oklahoma Statutes as Section 803 of Title 17, unless there is
13
14 created a duplication in numbering, reads as follows:
14
15 A. Any industry operating in this state with an average energy
15
16 usage of electricity in excess of seventy-five (75) kilowatt-hours
16
17 per square foot per year or seventy thousand (70,000) British
17
18 thermal units per square foot per year for the immediately preceding
18
19 calendar year shall provide an efficiency plan every twenty-four
19
20 (24) months to the Oklahoma Department of Commerce that:

21 1. Proposes strategies and investments in technology that
21
22 maximize efficient use of energy; and
22
23 2. Develops energy production methods to offset energy usage
23
24 not to exceed fifty percent (50%) of energy used on an annual basis.

1 B. Plans submitted to the Department shall be published on a

2 publicly available website.

3 SECTION 2. This act shall become effective November 1, 2025.
