7   An Act relating to state employee compensation;

7   creating salary limit for state employees; defining

8   term; providing exemptions for certain employees;

8   providing for submission of certain compensation for

9   legislative approval; providing for codification;

9   providing an effective date; and declaring an

10  emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13

14  SECTION 1.     NEW LAW  A new section of law to be codified

14

15 in the Oklahoma Statutes as Section 250.8 of Title 74, unless there
15

16 is created a duplication in numbering, reads as follows:
16

17  A. Notwithstanding any other provision of law, and on and after

17

18 the effective date of this act, no state employee shall be annually
18

19 compensated more than the Governor of this state pursuant to the
19

20 salary established in Section 250.4 of Title 74 of the Oklahoma
20

21 Statutes.

22  B. Except as provided in subsection C of this section and for

22

23 the purposes of this section, "state employee" means and includes
23

1 each officer or employee elected or employed in the service of this

2 state.

3   C. The following state employees shall be exempt from the

3

4 requirements in subsection A of this section:
4

5   1. Officers and members of the Oklahoma State Regents for

5

6 Higher Education and state employees of institutions under the
6

7 administrative authority of the Oklahoma State Regents for Higher
7

8 Education; and
8

9   2. Physicians and other licensed health care professionals

9

10 under the administrative authority of any state department or
10

11 agency.
11

12  D. State employee compensation greater than the Governor's may

12

13 be submitted to the Legislature by the director of the respective
13

14 state department, agency, or political subdivision. The Legislature
14

15 may approve such compensation by the proper passage of a joint or
15

16 concurrent resolution.

17  SECTION 2. This act shall become effective July 1, 2025.

17

18  SECTION 3. It being immediately necessary for the preservation

18

19 of the public peace, health or safety, an emergency is hereby
19

20 declared to exist, by reason whereof this act shall take effect and
20

21 be in full force from and after its passage and approval.
