7 An Act relating to public utilities; requiring public
7 utilities to develop energy security plan; specifying
8 plan contents; providing for codification; and
8 providing an effective date.

11 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

12 SECTION 1. NEW LAW A new section of law to be codified
12
13 in the Oklahoma Statutes as Section 158 of Title 17, unless there is
13
14 created a duplication in numbering, reads as follows:

15 A. Any public utility, as defined pursuant to Section 151 of
15
16 Title 17 of the Oklahoma Statutes, shall maintain an energy security
16
17 plan to provide guidance and oversight to maintain a reliable and
17
18 resilient supply of energy. The plan shall:
18
19 1. Identify, assess, and develop preparations for responding to
19
20 and recovering from events that disrupt energy supply; and
20
21 2. Include measures to notify the public of potential energy
21
22 disruptions and methods the public may adopt to reduce the
22
23 likelihood of realized disruptions.

1 B. Public utilities shall update the energy security plan at

2 least annually and shall publish the plan on a publicly available
2
3 website.

4 SECTION 2. This act shall become effective November 1, 2025.
