10 certain actions relating to digital identification;
10 prohibiting certain entities from implementing a
11 social credit score; prohibiting certain entities
11 from taking certain actions relating to medical
12 procedures; prohibiting certain entities from taking
12 certain actions relating to energy; prohibiting
13 certain entities from taking certain actions relating
13 to personal agriculture; prohibiting certain entities
14 from taking certain actions relating to water
14 collection; presenting legislative findings regarding
15 artificial intelligence; prohibiting certain entities
15 from taking certain actions regarding artificial
16 intelligence; requiring publication of certain report
16 regarding artificial intelligence; outlining

21 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

22 SECTION 1. NEW LAW A new section of law not to be
22
23 codified in the Oklahoma Statutes reads as follows:
23

1 This act shall be known and may be cited as the "Citizen's Bill
1
2 of Rights".

3 SECTION 2. NEW LAW A new section of law to be codified
3
4 in the Oklahoma Statutes as Section 12007.1 of Title 74, unless
4
5 there is created a duplication in numbering, reads as follows:
5
6 As used in this act:
6
7 1. "Citizen" and "citizenry" shall mean an individual who is a
7
8 citizen of the United States of America and a resident of this
8
9 state; and
9
10 2. "Government" or "governmental" shall mean, unless otherwise
10
11 noted, any level of government at the state or federal level or an
11
12 entity representing such.
12
13 SECTION 3. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 12007.2 of Title 74, unless
14
15 there is created a duplication in numbering, reads as follows:
15
16 A. Government, business, or any agent representing such shall
16
17 not:
17
18 1. Force, either through direct or indirect coercion, any
18
19 digital monetary system on the citizenry without providing equally
19
20 viable and useful alternative options for the citizenry to obtain
20
21 goods and services;
21
22 2. Either directly, or as a consequence of, use a digital
22
23 monetary system to monitor or control the habits of the citizenry or
23
24

1 ability of the citizenry to engage in, or restrict the citizenry
1
2 from, purchasing goods and services;
2
3 3. Deny legitimately earned funds or remove funds from personal
3
4 or business accounts as a means to control the behavior of
4
5 individual citizens or businesses; or
5
6 4. Maintain a database of the purchases or goods and services
6
7 of individual citizens.
7
8 B. As gold and silver are considered legal tender in the United
8
9 States Constitution, citizens have a fundamental right to own and
9
10 secure goods and services using gold and silver in Oklahoma.
10
11 Government, business, or any agent representing such shall not,
11
12 either through force or coercion, require an accounting of, or take
12
13 or attempt to take gold or silver from any citizen without his or
13
14 her prior written consent. Citizens shall not be penalized in any
14
15 way by government, business, or any agent representing such for
15
16 adhering to any provision outlined within this section.
16
17 C. Any financial institution, either governmental or
17
18 commercial, that operates in this state or has residents of this
18
19 state as clients, shall not:
19
20 1. Deny, remove, restrict, or otherwise impede legitimately
20
21 earned digital funds from being used for goods and services based on
21
22 race, ethnicity, sex, gender, age, political party, party
22
23 affiliations, interests, or personal medical decisions;

1 2. Deny, remove, restrict, or otherwise impede legitimately
1
2 earned digital funds from being used to support a particular
2
3 political party or activity; or
3
4 3. Use digital funds to monitor or control the behavior of
4
5 individual citizens.

6 SECTION 4. NEW LAW A new section of law to be codified
6
7 in the Oklahoma Statutes as Section 12007.3 of Title 74, unless
7
8 there is created a duplication in numbering, reads as follows:
8
9 Government, business, or any agent representing such shall not
9
10 use digital identification as a requirement to monitor or purchase
10
11 goods and services, restrict travel or movement, or as a condition
11
12 for employment.

13 SECTION 5. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 12007.4 of Title 74, unless
14
15 there is created a duplication in numbering, reads as follows:
15
16 Government, business, or any agent representing such shall not
16
17 institute or maintain any type of personal social credit score on
17
18 citizens that tracks and grades their habits, activities,
18
19 affiliations, or positions on political, social, and environmental
19
20 issues.

21 SECTION 6. NEW LAW A new section of law to be codified
21
22 in the Oklahoma Statutes as Section 12007.5 of Title 74, unless
22
23 there is created a duplication in numbering, reads as follows:

1 Government, business, or any agent representing such shall
1
2 neither force any citizen to undergo a medical procedure, including
2
3 a vaccine, nor penalize citizens or deny their unalienable rights,
3
4 or otherwise restrict their employment, movement, and associations,
4
5 if they decide not to undergo a particular medical procedure.
5
6 SECTION 7. NEW LAW A new section of law to be codified
6
7 in the Oklahoma Statutes as Section 12007.6 of Title 74, unless
7
8 there is created a duplication in numbering, reads as follows:
8
9 A. Government, business, or any agent representing such shall
9
10 not track carbon usage, or institute any type of carbon credit score
10
11 or assign carbon credits on any business or the citizenry.
11
12 B. Government, business, or any agent representing such shall
12
13 not track, restrict, penalize, or deny the personal freedom of any
13
14 citizen to use the type of energy he or she prefers. Types of
14
15 energy include, but are not limited to, electricity, natural gas,
15
16 propane, wind, solar, and geothermal.
16
17 C. Government, business, or any agent representing such shall
17
18 not track, restrict, or penalize any citizen for using any appliance
18
19 that uses a particular form of energy including, but not limited to,
19
20 propane or natural gas as a fuel source.
20
21 SECTION 8. NEW LAW A new section of law to be codified
21
22 in the Oklahoma Statutes as Section 12007.7 of Title 74, unless
22
23 there is created a duplication in numbering, reads as follows:

1 A. Government, business, or any agent representing such shall

2 not:
2
3 1. Track, restrict, or penalize any citizen for having a
3
4 personal garden to meet family needs;
4
5 2. Determine or track how food grown, processed, or preserved
5
6 for personal needs will be utilized; or
6
7 3. Unless restricted by local ordinance, track, restrict, or
7
8 penalize any citizen for maintaining a family animal farm to meet
8
9 family needs.
9
10 B. Government, business, or any agent representing such shall
10
11 not deny or in any way restrict citizens from collecting and
11
12 securing rainwater for personal use.

13 SECTION 9. NEW LAW A new section of law not to be
13
14 codified in the Oklahoma Statutes reads as follows:
14
15 A. The Legislature finds that artificial intelligence (AI) has
15
16 the potential to be of much benefit to the citizenry. Potential
16
17 problems in the application of AI, however, do not stem around the
17
18 concept of AI but rather the programming of any AI function,
18
19 otherwise known as the human element.
19
20 B. The Legislature finds that the fight over the control and
20
21 use of AI and its direction will affect every aspect of citizen
21
22 interaction within society. It encapsulates more than just AI. It
22
23 also encapsulates biotechnology and higher forms of AI that drive to
23
24 the singularity.

1 C. The Legislature finds that, in order to protect the
1
2 unalienable rights of all citizens, some restrictions must be
2
3 identified to ensure that their freedoms, privacy, and liberty are
3
4 fully protected.
4
5 D. AI and other related biotechnology shall not be used to
5
6 discriminate based on race, ethnicity, sex, gender, age, political
6
7 party, party affiliations, or individual interests.

8 SECTION 10. NEW LAW A new section of law to be codified
8
9 in the Oklahoma Statutes as Section 12007.8 of Title 74, unless
9
10 there is created a duplication in numbering, reads as follows:
10
11 A. Government, business, or any agent representing such shall
11
12 not use artificial intelligence (AI) and biotechnology applications
12
13 to:
13
14 1. Determine who shall live and who shall die in any life
14
15 situation;
15
16 2. Determine who shall or shall not receive medical care or the
16
17 level of such care;
17
18 3. Determine who shall or shall not receive insurance coverage
18
19 and the amount of such coverage;
19
20 4. Replace a citizen worker unless a citizen worker of equal
20
21 value is employed elsewhere within the state as an offset. Equal
21
22 value shall be determined by calculating the worth of an employee's
22
23 salary, full- or part-time status, and benefits. Any worker

1 replaced by AI shall receive six (6) months' pay and a benefits
1
2 package in the same amounts as provided prior to replacement;
2
3 5. Monitor the habits of or determine any decisions in a court
3
4 of law; and
4
5 6. Determine outcomes in all forms of gambling within state
5
6 boundaries.

7 B. Government, business, financial institutions, or any agent
7
8 representing such shall not use citizen tax dollars, savings, or
8
9 pension funds to fund any AI or biotechnology application without
9
10 prior individual written approval or a majority vote of the
10
11 citizenry of this state.
11
12 C. Government, business, financial institutions, or any agent
12
13 representing such shall notify the citizenry of this state in
13
14 writing within ninety (90) days after the effective date of this act
14
15 detailing if their tax dollars, savings, or pension funds are
15
16 currently being used for any aspect of AI research or
16
17 implementation.

18 SECTION 11. NEW LAW A new section of law to be codified
18
19 in the Oklahoma Statutes as Section 12007.9 of Title 74, unless
19
20 there is created a duplication in numbering, reads as follows:
20
21 Should government, business, financial institutions, or any
21
22 agent representing such violate any of the provisions of this act,
22
23 such entity or individual may be held liable for such violation by a
23
24 court of competent jurisdiction. Such entity or individual

1 violating the provisions of this act may show immediate just cause
1
2 for such violation to a court of competent jurisdiction. Such
2
3 entity or individual found guilty of violating the provisions of
3
4 this act shall pay for any legal fees for citizens affected by such
4
5 violation, even prior to final judgment. Such entity or individual
5
6 found guilty of violating the provisions of this act shall be
6
7 responsible for the payment of restitution and any penalties as
7
8 shall be determined by a court of competent jurisdiction.
8
9 SECTION 12. It being immediately necessary for the preservation
9
10 of the public peace, health or safety, an emergency is hereby
10
11 declared to exist, by reason whereof this act shall take effect and
11
12 be in full force from and after its passage and approval.
