7   An Act relating to schools; requiring school

7   districts beginning in certain school year to provide

8   students in certain grades certain instruction in

8   human growth and development; providing for contents

9   of instruction; allowing instruction to be integrated

9   into one or more existing courses; providing for

10  codification; providing an effective date; and

10  declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13

14  SECTION 1.     NEW LAW   A new section of law to be codified

14

15 in the Oklahoma Statutes as Section 11-103.17 of Title 70, unless
15

16 there is created a duplication in numbering, reads as follows:
16

17  A. Beginning with the 2025-2026 school year, school districts

17

18 in this state shall provide students in grades nine through twelve
18

19 age-appropriate and research-based instruction in human growth and
19

20 development, which shall include:
20

21  1. Human biology related to pregnancy;

21

22  2. Human development inside the womb;

1   3. A high-definition ultrasound video that is at least three

1

2 (3) minutes in duration showing the development of the brain, heart,
2

3 sex organs, and other vital organs in early fetal development; and
3

4   4. A high-quality, computer-generated rendering or animation

4

5 showing the process of fertilization and every state of human
5

6 development inside the uterus, noting every significant marker of
6

7 pregnancy until birth.

8   B. The instruction required by subsection A of this section may

8

9 be integrated into one or more existing courses of study.
9

10  SECTION 2. This act shall become effective July 1, 2025.

10

11  SECTION 3. It being immediately necessary for the preservation

11

12 of the public peace, health, or safety, an emergency is hereby
12

13 declared to exist, by reason whereof this act shall take effect and
13

14 be in full force from and after its passage and approval.
