7 An Act relating to public safety; defining terms;
7 prohibiting state agencies from certain use of
8 biotechnology; prohibiting certain contract;
8 providing for codification; and providing conditional
9 effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 52 of Title 74, unless there is
14
15 created a duplication in numbering, reads as follows:

16 A. For purposes of this section:

17 1. "Biotechnology company of concern" means an entity
17
18 designated by the federal government to be under the control of a
18
19 foreign adversary and that poses a risk to national security based
19
20 on the company's research of multiomic data collection; and
20
21 2. "Multiomics" means a biological analysis method that
21
22 combines data from multiple research areas, including, but not
22
23 limited to, genomics, transcriptomics, proteomics, epigenomics, and

1 metabolomics in order to gain a comprehensive understanding of

2 complex biological processes.

3 B. Any state agency that receives federal or state funds shall
3
4 not be authorized to use or procure any biotechnology equipment or
4
5 service that originates from a company designated by the federal
5
6 government to be a biotechnology company of concern nor shall any
6
7 such state agency contract with an entity that uses or procures such
7
8 biotechnology.

9 SECTION 2. This act shall take effect upon the enactment of a
9
10 federal law that prohibits entities that receive federal funds from
10
11 using biotechnology that is from a company associated with a foreign
11
12 adversary.
