7 An Act relating to crimes and punishment; defining
7 term; creating felony offense; providing for penalty;
8 providing for codification; and providing an
8 effective date.

11 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

12 SECTION 1. NEW LAW A new section of law to be codified
12
13 in the Oklahoma Statutes as Section 761 of Title 21, unless there is
13
14 created a duplication in numbering, reads as follows:

15 A. "Cannibalism" means to willingly ingest the flesh, blood, or
15
16 tissue of a human being.

17 B. It shall be unlawful for any person to commit cannibalism.
17
18 Any person who violates the provision of this section shall, upon
18
19 conviction, be guilty of a felony punishable by imprisonment in the
19
20 custody of the Department of Corrections for a term not to exceed
20
21 fourteen (14) years.

22 SECTION 2. This act shall become effective November 1, 2025.
