7   An Act relating to the Rural Economic Action Plan of

7   1996; requiring certain entities to develop a plan to

8   measure qualitative effects of certain projects;

8   requiring submission of certain report; requiring use

9   of certain payments for certain expenditures;

9   providing for codification; and providing an

10  effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.     NEW LAW  A new section of law to be codified

14

15 in the Oklahoma Statutes as Section 2014 of Title 62, unless there
15

16 is created a duplication in numbering, reads as follows:
16

17  A. For entities obtaining funding pursuant to subsection G of

17

18 Section 2003 of Title 62 of the Oklahoma Statutes and subsections A
18

19 and B of Section 2007 of Title 62 the Oklahoma Statutes, each entity
19

20 shall develop a plan to measure the qualitative effects of projects
20

21 funded through the Rural Economic Action Plan of 1996. The plan may
21

22 utilize inquiries or surveys of the public, local governments, or
22

23 municipalities to measure the effects.

1   B. On or before January 1, 2028, each entity required to

2 develop a plan pursuant to subsection A of this section shall submit
2

3 a report to the Oklahoma Department of Commerce detailing the
3

4 qualitative effects of at least two projects that received funds
4

5 pursuant to the Rural Economic Action Plan of 1996.
5

6   C. Any expenditures associated with creating the plan required

6

7 by subsection A of this section and the report required by
7

8 subsection B of this section shall be made using the initial
8

9 planning expenditure payments authorized pursuant to subsection C of
9

10 Section 2011 of Title 62 of the Oklahoma Statutes.
10

11  SECTION 2. This act shall become effective November 1, 2025.
