7   An Act relating to wildlife; amending 29 O.S. 2021,

7   Section 7-304, as amended by Section 1, Chapter 19,

8   O.S.L. 2022 (29 O.S. Supp. 2024, Section 7-304),

8   which relates to wildlife refuges and Wildlife

9   Management Areas; requiring nonresident hunters to

9   receive permission from the Oklahoma Wildlife

10  Conservation Commission to use certain areas;

10  authorizing the Commission to create certain system

11  for permitting; providing for promulgation of rules;

11  updating statutory language; and providing an

12  effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14

15  SECTION 1.     AMENDATORY  29 O.S. 2021, Section 7-304, as

15

16 amended by Section 1, Chapter 19, O.S.L. 2022 (29 O.S. Supp. 2024,
16

17 Section 7-304), is amended to read as follows:
17

18  Section 7-304. A. Except as otherwise provided by law, no

18

19 person may enter upon any state or federal wildlife refuge or
19

20 Wildlife Management Area with a dog, a gun, or a bow.
20

21  B. Exceptions to the above provisions are when the Oklahoma

21

22 Wildlife Conservation Commission and/or the Oklahoma Tourism and
22

23 Recreation Commission may by resolution permit:

1   1. The holding of field trials by duly authorized sportsmen's

1

2 clubs; or
2

3   2. Such hunting, killing, or trapping of wildlife from such

3

4 refuge or Wildlife Management Area; provided, however, that Lake
4

5 Murray State Park shall not be utilized for the killing or trapping
5

6 of natural wildlife and shall remain a wildlife preserve.
6

7   C. 1. Upon authorization for the hunting, killing, or trapping

7

8 of wildlife from any state or federal wildlife refuge or Wildlife
8

9 Management Area by either the Oklahoma Wildlife Conservation
9

10 Commission and/or the Oklahoma Tourism and Recreation Commission
10

11 pursuant to subsection B of this section, the Oklahoma Wildlife
11

12 Conservation Commission shall require nonresidents to schedule with
12

13 the Department of Wildlife Conservation in order to receive written
13

14 authorization to use such refuge or Wildlife Management Area.
14

15  2. The Oklahoma Wildlife Conservation Commission shall create a

15

16 lottery system as needed for the distribution of permits authorizing
16

17 nonresidents to hunt, kill, or trap wildlife from such refuge or
17

18 Wildlife Management Area.
18

19  3. The Oklahoma Wildlife Conservation Commission shall

19

20 promulgate any rules necessary to implement the provisions of this
20

21 section.
21

22  D. Any person convicted of violating the provisions of this

22

23 section shall be punished by a fine of not less than One Hundred
23

24 Dollars ($100.00) nor more than One Thousand Dollars ($1,000.00), or

1 by imprisonment in the county jail for not less than ten (10) days
1

2 nor more than thirty (30) days, or by both such fine and
2

3 imprisonment for the first violation. A subsequent violation shall
3

4 result in the suspension of privileges to hunt, kill, or trap within
4

5 such refuge or Wildlife Management Area.
5

6   SECTION 2. This act shall become effective November 1, 2025.
