7 An Act relating to professions and occupations;
7 amending 59 O.S. 2021, Section 1253, as amended by
8 Section 1, Chapter 65, O.S.L. 2023 (59 O.S. Supp.
8 2024, Section 1253), which relates to the State Board
9 of Licensed Social Workers; extending sunset date;
9 providing an effective date; and declaring an
10 emergency.

1 3 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13
14 SECTION 1. AMENDATORY 59 O.S. 2021, Section 1253, as
14
1 5 amended by Section 1, Chapter 65, O.S.L. 2023 (59 O.S. Supp. 2024,
15
1 6 Section 1253), is amended to read as follows:
16
17 Section 1253. A. There is hereby re-created, to continue until
17
1 8 July 1, 2025 July 1, 2026, in accordance with the provisions of the
18
1 9 Oklahoma Sunset Law, the State Board of Licensed Social Workers,
19
2 0 consisting of seven (7) members.
20
21 B. Three of the members of the Board shall be licensed social
21
2 2 workers or licensed clinical social workers licensed pursuant to the
22
2 3 provisions of the Social Worker's Licensing Act. Two members shall
23
2 4 be licensed as either social work associates or master's social

1 workers. One member shall be the president of the Oklahoma Chapter
1
2 of the National Association of Social Workers. The remaining member
2
3 of the Board shall be selected from and shall represent the general
3
4 public.

5 C. Responsibility for enforcement of the provisions of this act
5
6 the Social Worker's Licensing Act is hereby vested in the State
6
7 Board of Social Work. The Board shall have all of the duties,
7
8 powers, and authority specifically granted by, or necessary for, the
8
9 enforcement of this act the Social Worker's Licensing Act as well as
9
1 0 other duties, powers, and authority it may be granted by applicable
10
1 1 law.

12 D. 1. Each member of the Board appointed as a social worker
12
1 3 shall:
13
14 a. be a resident of this state,
14
15 b. be licensed in good standing to engage in the practice
15
16 of social work in this state,
16
17 c. at the time of appointment, have been actively engaged
17
18 in the practice of social work for at least one (1)
18
19 year out of the last five (5) years, and
19
20 d. have at least three (3) years of experience in the
20
21 practice of social work.
21
22 2. Each member of the Board appointed to represent the general
22
2 3 public shall be a resident of this state who has attained the age of
23
2 4 majority and shall not be, nor shall ever have been, a social work
24

1 licensee, or the spouse of a social work licensee, or a person who
1
2 has ever had any material financial interest in the provision of
2
3 social work services or has engaged in any activity directly related
3
4 to the practice of social work.
4
5 SECTION 2. This act shall become effective July 1, 2025.
5
6 SECTION 3. It being immediately necessary for the preservation
6
7 of the public peace, health or safety, an emergency is hereby
7
8 declared to exist, by reason whereof this act shall take effect and
8
9 be in full force from and after its passage and approval.
