6         An Act relating to the Oklahoma State Bureau of

6         Investigation; defining term; authorizing the

7         Oklahoma State Bureau of Investigation to respond to

7         certain events; creating the Mass Casualty Revolving

8         Fund; authorizing certain expenditures by the

8         Oklahoma State Bureau of Investigation; providing for

9         codification; and providing an effective date.

11 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

12  SECTION 1.    NEW LAW          A new section of law to be codified

12

13 in the Oklahoma Statutes as Section 151.4 of Title 74, unless there
13

14 is created a duplication in numbering, reads as follows:
14

15  A. As used in this act, "mass casualty event" means an incident

15

16 that:
16

17  1. Results in no less than three (3) injured individuals;

17

18  2. Requires more emergency response resources than are

18

19 typically available in the jurisdiction in which the incident
19

20 occurs; and
20

21  3. Results in a sudden and timely surge of injured individuals

21

22 in need of emergency services.

23  B. After the occurrence of a mass casualty event caused by a

23

24 violent crime, as defined in Section 571 of Title 57 of the Oklahoma

1 Statutes, the Oklahoma State Bureau of Investigation may respond to
1

2 the incident without a request from a law enforcement agency and
2

3 coordinate with local law enforcement agencies that are responding
3

4 to the event.

5   SECTION 2.    NEW LAW  A new section of law to be codified

5

6 in the Oklahoma Statutes as Section 151.5 of Title 74, unless there
6

7 is created a duplication in numbering, reads as follows:

8   There is hereby created in the State Treasury a revolving fund

8

9 for the Oklahoma State Bureau of Investigation to be designated the
9

10 "Mass Casualty Revolving Fund". The fund shall be a continuing
10

11 fund, not subject to fiscal year limitations, and shall consist of
11

12 all monies received by the Oklahoma State Bureau of Investigation
12

13 from legislative appropriations, federal grants, or funds from any
13

14 other source provided for the purpose of investigating mass casualty
14

15 events. All monies accruing to the credit of the fund are hereby
15

16 appropriated and may be budgeted and expended by the Oklahoma State
16

17 Bureau of Investigation for the purpose provided for in this act.

18 Expenditures from the fund shall be made upon warrants issued by the
18

19 State Treasurer against claims filed as prescribed by law with the
19

20 Director of the Office of Management and Enterprise Services for
20

21 approval and payment.

22  SECTION 3. This act shall become effective November 1, 2025.
