7   An Act relating to municipal ordinances; amending 11

7   O.S. 2021, Section 14-110, which relates to the

8   notice and filing of penal ordinance compilations;

8   removing certain requirement for deposit of certain

9   permanent volume in county law libraries; and

9   providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.     AMENDATORY   11 O.S. 2021, Section 14-110, is

13

14 amended to read as follows:
14

15  Section 14-110. When a municipality has compiled and published

15

16 its permanent volume or biennial supplement of penal ordinances, the
16

17 governing body of the municipality shall adopt a resolution
17

18 notifying the public of the publication. A copy of the resolution
18

19 shall be filed in the office of the county clerk in each county in
19

20 which the municipality is located. The county clerk shall assign
20

21 the filed resolution a book and page number. At least one copy of
21

22 the permanent volume and each biennial supplement shall be deposited
22

23 free of cost by the municipality in the county law library of each
23

24 county wherein the municipality is located, and receipt of same

1 shall be duly noted in writing by the county law librarian. A copy
1

2 of the receipt may be filed with the county clerk who shall then
2

3 assign a book and page number. The permanent volume or biennial
3

4 supplement of compiled penal ordinances shall be available for
4

5 purchase by the public at a reasonable price. Ordinances which have
5

6 been compiled and filed in accordance with this section shall be
6

7 judicially noticed in all court proceedings. Provided, a court may
7

8 consider a book and page reference of the county clerk's filings as
8

9 satisfactory proof of compliance so that judicial notice may be
9

10 taken of an ordinance.

11  SECTION 2. This act shall become effective November 1, 2025.
