7   An Act relating to higher education; amending 70 O.S.

7   2021, Section 3218.14, which relates to tuition and

8   fee recommendations; prohibiting the tuition and fee

8   rates from exceeding the rates approved in certain

9   academic year; providing an effective date; and

9   declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.     AMENDATORY   70 O.S. 2021, Section 3218.14, is

13

14 amended to read as follows:
14

15  Section 3218.14. Each A. Except as provided for in subsection

15

16 B of this section, each institution and constituent agency shall
16

17 have the option to recommend to the governing board and to the
17

18 Oklahoma State Regents for Higher Education fees and tuition to be
18

19 charged to students enrolled at the institution or constituent
19

20 agency. The fees and tuition shall not exceed the limits
20

21 established by law. The State Regents shall consider and if
21

22 appropriate, shall approve the recommendations of the institution or
22

23 constituent agency pursuant to Article XIII-A of the Oklahoma
23

24 Constitution.

1   B. Beginning with the 2025-2026 academic year, the tuition and

2 fee rates to be charged to students enrolled at an institution
2

3 within The Oklahoma State System of Higher Education shall not
3

4 exceed the tuition and fee rates approved by the Oklahoma State
4

5 Regents for Higher Education for the 2024-2025 academic year.
5

6   SECTION 2. This act shall become effective July 1, 2025.

7   SECTION 3. It being immediately necessary for the preservation

7

8 of the public peace, health, or safety, an emergency is hereby
8

9 declared to exist, by reason whereof this act shall take effect and
9

10 be in full force from and after its passage and approval.
