7   An Act relating to licensing pilot program; creating

7   the State Board of Cosmetology and Barbering Online

8   Licensing Pilot Program; requiring certain board to

8   utilize certain web-based platform for application

9   and renewal of professional licenses; requiring

9   Service Oklahoma to select and host platform;

10  directing execution of certain interagency

10  agreements; authorizing promulgation of rules;

11  providing for codification; and providing an

11  effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15  SECTION 1.     NEW LAW  A new section of law to be codified

15

16 in the Oklahoma Statutes as Section 6021.1 of Title 59, unless there
16

17 is created a duplication in numbering, reads as follows:
17

18  A. There is hereby created within Service Oklahoma, the State

18

19 Board of Cosmetology and Barbering Online Licensing Pilot Program.
19

20 The program shall focus on developing and improving the application
20

21 and fulfillment of licensing of the State Board of Cosmetology and
21

22 Barbering. The program will also look to evaluate online
22

23 fulfillment of licensing for future professional occupation
23

24 licensing.

1   B. The State Board of Cosmetology and Barbering shall utilize

2 the web-based platform described in this act for application and
2

3 renewal of professional licenses associated with the State Board of
3

4 Cosmetology and Barbering.
4

5   C. Service Oklahoma shall select the singular web-based

5

6 platform for licensing of professional occupations associated with
6

7 the State Board of Cosmetology and Barbering in accordance with the
7

8 Oklahoma Central Purchasing Act and shall host the platform on its
8

9 website.
9

10  D. Service Oklahoma and the State Board of Cosmetology and

10

11 Barbering shall enter into interagency agreements to implement the
11

12 provisions of this section.
12

13  E. Nothing in this section shall be construed to:

13

14  1. Remove, abrogate, reduce, or otherwise affect any power or

14

15 duty of the State Board of Cosmetology and Barbering to establish or
15

16 enforce licensure qualifications, examination requirements, or
16

17 disciplinary standards or procedures, or to exercise any other power
17

18 or duty of the licensing board provided by law; or
18

19  2. Confer to Service Oklahoma any power or duty of the State

19

20 Board of Cosmetology and Barbering provided by law including, but
20

21 not limited to, those described in paragraph 1 of this subsection.
21

22 The sole function of Service Oklahoma under this act shall be to
22

23 select and host the web-based platform as provided by subsection C
23

24 of this section.

1   F. The executive directors of Service Oklahoma and the State

2 Board of Cosmetology and Barbering covered under this section may
2

3 promulgate rules as necessary to implement the provisions of this
3

4 section.

5   SECTION 2. This act shall become effective November 1, 2025.
