7   An Act relating to public works; directing the

7   Corporation Commission to create certain application

8   for public works project coordination; requiring

8   solicitation of public comment; directing Commission

9   to contract with certain entity subject to certain

9   regulation; directing rule promulgation; providing

10  for codification; and providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.     NEW LAW  A new section of law to be codified

14

15 in the Oklahoma Statutes as Section 143 of Title 63, unless there is
15

16 created a duplication in numbering, reads as follows:
16

17  A. The Corporation Commission shall coordinate with the Office

17

18 of Management and Enterprise Services and Oklahoma One-Call System,
18

19 Inc. to establish a GIS-based web service application to support
19

20 public works projects, utility planning, and infrastructure
20

21 coordination. The application shall be a voluntary, free-of-charge
21

22 platform to promote efficiencies and identify opportunities for
22

23 entities to coordinate efforts on public works activities. Entities
23

24 conducting public works projects may utilize the application to

1 share project information, the geographic scope of a given project,

2 and other high-level project details for the purpose of coordinating
2

3 public works projects with similar timelines.

4   B. The Commission shall solicit public comment from potential

4

5 public works participants in the program, including internet service
5

6 providers, public utilities, municipal utilities, oil and gas
6

7 operators, political subdivisions, and any other industrial,
7

8 commercial, or public entities which may have an interest in
8

9 potential projects.

10  C. The Commission shall contract with an outside entity

10

11 pursuant to the Public Competitive Bidding Act of 1974. The
11

12 Commission shall promulgate rules to effectuate the provisions of
12

13 this section.

14  SECTION 2. This act shall become effective November 1, 2025.
