7 An Act relating to infrastructure; creating the
7 Oklahoma Infrastructure Long-Range Planning
8 Commission; specifying membership composition;
8 providing for terms of membership; providing for
9 reimbursement; requiring publishing and transmission
9 of electronic reports; providing for codification;
10 and providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 1150 of Title 74, unless there
15
16 is created a duplication in numbering, reads as follows:
16
17 A. There is hereby created the Oklahoma Infrastructure Long-
17
18 Range Planning Commission to be housed under and staffed by the
18
19 Oklahoma Department of Commerce.
19
20 B. The Commission shall be composed of twelve (12) members as
20
21 follows:

22 1. The Chief Executive Officer of the Oklahoma Department of
22
23 Commerce, or his or her designee;

1 2. The Director of the Department of Transportation, or his or

2 her designee;

3 3. The Executive Director of the Oklahoma Broadband Office, or
3
4 his or her designee;
4
5 4. Two representatives of public utilities, as such term is
5
6 defined in Section 151 of Title 17 of the Oklahoma Statutes, to be
6
7 appointed by the Governor;
7
8 5. One representative of a municipal utility entity, to be
8
9 appointed by the President Pro Tempore of the Senate;
9
10 6. Two representatives of Native American tribes headquartered
10
11 in this state, appointed by the Speaker of the House of
11
12 Representatives;

13 7. One county commissioner from Tulsa or Oklahoma County,
13
14 appointed by the President Pro Tempore of the Senate;
14
15 8. One county commissioner from a county with a population less
15
16 than one hundred fifty thousand (150,000) persons according to the
16
17 latest Federal Decennial Census, appointed by the President Pro
17
18 Tempore of the Senate;
18
19 9. One current or past mayor of a municipality having a
19
20 population less than thirty-five thousand (35,000) persons according
20
21 to the latest Federal Decennial Census, appointed by the Speaker of
21
22 the House of Representatives; and
22
23 10. One current or past mayor of a municipality having a
23
24 population less than seventy-five thousand (75,000) persons

1 according to the latest Federal Decennial Census, appointed by the

2 Speaker of the House of Representatives.

3 C. The initial term of office of the appointed members shall be
3
4 as follows:
4
5 1. One of each of the members appointed by the Governor, the
5
6 President Pro Tempore of the Senate, and the Speaker of the House of
6
7 Representatives shall serve a one-year term;
7
8 2. One of each of the members appointed by the Governor, the
8
9 President Pro Tempore of the Senate, and the Speaker of the House of
9
10 Representatives shall serve a two-year term;
10
11 3. One of each of the members appointed by the Governor, the
11
12 President Pro Tempore of the Senate, and the Speaker of the House of
12
13 Representatives shall serve a three-year term; and
13
14 4. One of each of the members appointed by the Governor, the
14
15 President Pro Tempore of the Senate, and the Speaker of the House of
15
16 Representatives shall serve a four-year term.

17 D. Each member shall hold office until the successor of the
17
18 member is appointed and has qualified. The term of office for each
18
19 successor shall be for five (5) years. A member of the Commission
19
20 may be removed by the appropriate appointing authority for cause. A
20
21 member appointed to fill a vacancy occurring before the expiration
21
22 of a term of a member separated from the Commission for any cause
22
23 shall be appointed for the remainder of the term of the member whose
23
24 office has been so vacated.

1 E. Members of the Commission shall receive no salary, but shall
1
2 be entitled to travel reimbursement as provided by the State Travel
2
3 Reimbursement Act, Section 500.1 et seq. of Title 74 of the Oklahoma
3
4 Statutes, from funds available to the appropriate appointing
4
5 authority.
5
6 F. The Commission shall submit a report not later than November
6
7 1, 2026, and every five (5) years thereafter. The report shall
7
8 detail economic development trends and the long-term infrastructure
8
9 needs for this state, separated by Congressional boundaries,
9
10 including, but not limited to, a prospective look at future demands
10
11 on roads, bridges, highways, utilities, and water quality and
11
12 quantity.

13 G. The report shall be published on a publicly available
13
14 website and transmitted electronically to the Governor, the
14
15 President Pro Tempore of the Senate, and the Speaker of the House of
15
16 Representatives.

17 SECTION 2. This act shall become effective November 1, 2025.
