7 An Act relating to appropriations; making certain
7 appropriations to the County Improvements for Roads
8 and Bridges Fund; creating eligibility and selection
8 criteria for certain funds; providing for
9 noncodification; providing an effective date; and
9 declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law not to be
13
14 codified in the Oklahoma Statutes reads as follows:
14
15 A. There is hereby appropriated to the County Improvements for
15
16 Roads and Bridges Fund created pursuant to Section 507 of Title 69
16
17 of the Oklahoma Statutes from any monies not otherwise appropriated
17
18 from the General Revenue Fund of the State Treasury for the fiscal
18
19 year ending June 30, 2026, the sum of Twenty-five Million Dollars
19
20 ($25,000,000.00) or so much thereof as may be necessary for the
20
21 reconstruction of county bridges on the portion of the county
21
22 highway system defined as Major Collector routes in accordance with
22
23 the provisions of Section 654 of Title 69 of the Oklahoma Statutes.

24 Projects proposed by the counties will be submitted to, evaluated,

1 and prioritized by the Department of Transportation in accordance

2 with the criteria provided for in this subsection.

3 B. Bridges proposed for reconstruction will be generally
3
4 evaluated based on the state of project innovation, readiness,
4
5 structural adequacy, safety, serviceability, functional
5
6 obsolescence, essentiality for public use, and special reductions
6
7 for characteristics such as detour length, traffic safety features,
7
8 and current school bus routes.

9 C. The direct or indirect financial participation by the county
9
10 proposing the project shall be an additional selection factor for
10
11 proposed projects, along with the objective distribution of funding.
11
12 D. Any approved projects awarded by the Transportation
12
13 Commission shall be contracted as provided by law.

14 SECTION 2. NEW LAW A new section of law not to be

15 codified in the Oklahoma Statutes reads as follows:

22 reconstruction of county roads on the portion of the county highway
22
23 system defined as Major Collector routes in accordance with the
23
24 provisions of Section 654 of Title 69 of the Oklahoma Statutes.

1 Projects proposed by the counties will be submitted to, evaluated,

2 and prioritized by the Department of Transportation in accordance

3 with the criteria provided for in this subsection.

5 evaluated based on the state of project innovation, readiness, the
5
6 state of operation and repair of any bridge infrastructure within
6
7 the proposed project limits, drainage characteristics, subgrade and
7
8 pavement condition, safety, serviceability, essentiality for public
8
9 use, percentage of truck traffic, and special reductions for
9
10 characteristics such as detour length, traffic safety features, and
10
11 current school bus routes.

12 C. The direct or indirect financial participation by the county
12
13 proposing the project shall be an additional selection factor for
13
14 proposed projects, along with the objective distribution of funding.
14
15 D. Any approved projects awarded by the Transportation
15
16 Commission shall be contracted as provided by law.

17 SECTION 3. This act shall become effective July 1, 2025.
17
18 SECTION 4. It being immediately necessary for the preservation
18
19 of the public peace, health or safety, an emergency is hereby
19
20 declared to exist, by reason whereof this act shall take effect and
20
21 be in full force from and after its passage and approval.
