7 An Act relating to the state Medicaid program;
7 amending 63 O.S. 2021, Section 5025, which relates to
8 reimbursement methodology; providing for certain
8 reimbursement methodology for certain hospitals;
9 directing the Oklahoma Health Care Authority to seek
9 certain federal approval; providing an effective
10 date; and declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. AMENDATORY 63 O.S. 2021, Section 5025, is
14
15 amended to read as follows:
15
16 Section 5025. A. The Oklahoma Health Care Authority may
16
17 establish, with available funds, a reimbursement methodology that
17
18 will enhance the reimbursement for services provided to Medicaid
18
19 beneficiaries in emergency hospitals in rural areas of the state.
19
20 B. The Authority shall establish, with available funds, a
20
21 reimbursement methodology for the state Medicaid program that
21
22 reimburses for obstetrical care at hospitals designated as Baby-
22
23 Friendly by Baby-Friendly USA at a rate equal to the product of the
23
24 standard reimbursement rate for obstetrical care at hospitals

1 multiplied by a factor of one and one quarter (1 1/4). The

2 Authority shall seek any federal approval necessary to implement the
2
3 provisions of this subsection.

4 SECTION 2. This act shall become effective July 1, 2025.
4
5 SECTION 3. It being immediately necessary for the preservation
5
6 of the public peace, health or safety, an emergency is hereby
6
7 declared to exist, by reason whereof this act shall take effect and
7
8 be in full force from and after its passage and approval.
