7 Oklahoma Education and Workforce Statewide
8 Longitudinal Data System; providing purpose;
8 establishing criteria for the system; providing
9 duties of the system; creating the Statewide
9 Longitudinal Data System Governance Council;
10 providing purpose; authorizing creation of
10 committees; providing for membership; providing for
11 appointments; allowing the council to include certain
11 non-voting members; providing duties of council;
12 directing agencies participating in the data system
12 to enter into a data-sharing agreement by certain
13 date; providing contents of agreement; providing for
13 funding of the data system; directing the Council to
14 pursue certain grants and funding opportunities;
14 providing for promulgation of rules; providing for
15 codification; providing an effective date; and
15 declaring an emergency.

18 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
18
19 SECTION 1. NEW LAW A new section of law to be codified
19
20 in the Oklahoma Statutes as Section 3-180 of Title 70, unless there
20
21 is created a duplication in numbering, reads as follows:
21
22 A. There is hereby created the Oklahoma Education and Workforce
22
23 Statewide Longitudinal Data System (SLDS) as a secure system for the
23
24 de-identification, exchange, and matching of individual-level

1 student and workforce data among approved entities. The purpose of
1
2 the SLDS shall be to provide state agencies, legislators, and other
2
3 approved users with access to data on early childhood education,
3
4 elementary and secondary education, workforce training, and
4
5 employment outcomes to improve education and workforce outcomes.
5
6 B. The SLDS shall have the ability to:
6
7 1. Access, ingest, integrate, and transform a variety of data
7
8 types to and from the Oklahoma Workforce Commission, the Oklahoma
8
9 Department of Career and Technology Education, the State Department
9
10 of Education, the Oklahoma Employment Security Commission (OESC),
10
11 the Oklahoma State Regents for Higher Education, the Regional
11
12 University System of Oklahoma (RUSO), the Office of Educational
12
13 Quality and Accountability (OEQA), and any other agency that
13
14 collects critical employment or education data;
14
15 2. Be designed to allow additional agencies to integrate their
15
16 data in the future;
16
17 3. Implement identity management capabilities to create unique
17
18 identifiers that link early childhood education, elementary and
18
19 secondary education, postsecondary education, and workforce data;
19
20 4. Enable data governance, auditing, and tracking of data edits
20
21 and changes by authorized users;
21
22 5. Support advanced analytics capabilities including, but not
22
23 limited to, artificial intelligence, machine learning, forecasting,
23

1 and data mining, as well as the use of business intelligence tools

2 such as data visualization and dashboards; and
2
3 6. Ensure compliance with the Family Educational Rights and
3
4 Privacy Act of 1974 (FERPA), the Student Data Accessibility,
4
5 Transparency and Accountability Act of 2013, and other applicable
5
6 privacy laws.

7 C. The SLDS shall provide controlled access to approved
7
8 external partners including researchers or vendors, ensuring
8
9 compliance with privacy protections. Data access shall be granted
9
10 through a formal data-sharing agreement submitted to the Statewide
10
11 Longitudinal Data System Governance Council created pursuant to
11
12 Section 2 of this act, with guidelines on usage and restrictions to
12
13 safeguard personally identifiable information.
13
14 SECTION 2. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 3-181 of Title 70, unless there
15
16 is created a duplication in numbering, reads as follows:
16
17 A. There is hereby created the Statewide Longitudinal Data
17
18 System Governance Council to oversee the development,
18
19 implementation, and operation of the Oklahoma Education and
19
20 Workforce Statewide Longitudinal Data System (SLDS) created pursuant
20
21 to Section 1 of this act. The Council may create committees, as
21
22 needed, to delegate and carry out its duties.
22
23 B. The Council shall be comprised of nine (9) voting members as
23
24 follows:

1 1. The Executive Director of the Oklahoma Workforce Commission,
1
2 or his or her designee;
2
3 2. The Chancellor of Higher Education, or his or her designee;
3
4 3. The Director of the Oklahoma Department of Career and
4
5 Technology Education, or his or her designee;
5
6 4. The Superintendent of Public Instruction, or his or her
6
7 designee;
7
8 5. The Executive Director of the Oklahoma Employment Security
8
9 Commission, or his or her designee;
9
10 6. The Executive Director of the Office of Educational Quality
10
11 and Accountability, or his or her designee;
11
12 7. The Chief Executive Officer of the Regional University
12
13 System of Oklahoma (RUSO), or his or her designee;
13
14 8. One data privacy and security expert who is familiar with
14
15 the Family Educational Rights and Privacy Act of 1974 (FERPA), the
15
16 Health Insurance Portability and Accountability Act (HIPAA) of 1996,
16
17 and national privacy standards, appointed by the Commission for
17
18 Educational Quality and Accountability; and
18
19 9. One member of the public with expertise in workforce or
19
20 education policy, data analysis, or community representation,
20
21 appointed by the Governor.
21
22 C. The Statewide Longitudinal Data System Governance Council
22
23 may include non-voting members from additional state agencies,

1 institutions of higher education, or stakeholder groups as needed to
1
2 provide subject-matter expertise.
2
3 D. The Statewide Longitudinal Data System Governance Council
3
4 shall:
4
5 1. Set the strategic priorities for the SLDS;
5
6 2. Oversee all aspects of data governance including approving
6
7 data access policies, privacy standards, and data-sharing
7
8 agreements;
8
9 3. Identify and prioritize critical data elements and datasets
9
10 for initial integration in the system by June 30, 2026;
10
11 4. Evaluate new potential data sources to onboard to the SLDS;
11
12 5. Outline a process to approve and onboard new agencies to the
12
13 SLDS;
13
14 6. Select a vendor for the development and maintenance of the
14
15 SLDS, ensuring the vendor meets the system requirements and
15
16 technical specifications approved by the Statewide Longitudinal Data
16
17 System Governance Council by June 30, 2026. Funding and procurement
17
18 responsibilities shall be assigned to the Commission for Educational
18
19 Quality and Accountability, with the SLDS housed with the Office of
19
20 Educational Quality and Accountability;
20
21 7. Electronically submit an annual progress report to the
21
22 Governor, the President Pro Tempore of the Senate, and the Speaker
22
23 of the House of Representatives summarizing the progress of the
23
24 SLDS, completed milestones, next steps, challenges, and

1 recommendations for improvements. The first report shall be
1
2 submitted by June 30, 2026; and
2
3 8. Ensure the SLDS is operational and includes critical
3
4 datasets no later than June 30, 2027.
4
5 E. By June 30, 2026, each agency participating in the SLDS
5
6 shall enter into a data-sharing agreement with the Statewide
6
7 Longitudinal Data System Governance Council. The agreement shall
7
8 include:
8
9 1. Data-sharing protocols;
9
10 2. Data elements shared;
10
11 3. Data elements requested;
11
12 4. Roles and responsibilities for the participating agency and
12
13 the Council; and
13
14 5. Privacy and security standards.
14
15 F. The SLDS shall be funded through:
15
16 1. State appropriations provided to the Office of Educational
16
17 Quality and Accountability for the specific purpose of procuring and
17
18 maintaining the SLDS;
18
19 2. Federal grants including, but not limited to, funding
19
20 opportunities from the U.S. Department of Education's Statewide
20
21 Longitudinal Data Systems Grant Program, the Workforce Data Quality
21
22 Initiative, or other federal programs;
22
23 3. Cost-sharing agreements or user fees approved by the
23
24 Statewide Longitudinal Data System Governance Council; and

1 4. Public or private sources, provided such funds are

2 consistent with the purpose and goal of the SLDS.

3 G. The Statewide Longitudinal Data System Governance Council
3
4 shall actively pursue federal grants and other funding opportunities
4
5 to support the development, operation, and expansion of the SLDS.
5
6 H. The Commission for Educational Quality and Accountability
6
7 may promulgate rules to implement the provisions of this act.
7
8 SECTION 3. This act shall become effective July 1, 2025.
8
9 SECTION 4. It being immediately necessary for the preservation
9
10 of the public peace, health, or safety, an emergency is hereby
10
11 declared to exist, by reason whereof this act shall take effect and
11
12 be in full force from and after its passage and approval.
