7   An Act relating to the Council on Law Enforcement

7   Education and Training; establishing the Mental

8   Health Response Pilot Program; providing purpose;

8   stating certain criteria; requiring promulgation of

9   rules; establishing the Mental Health Response Pilot

9   Program Revolving Fund; authorizing certain

10  expenditures by the Council on Law Enforcement

10  Education and Training; providing for codification;

11  and providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15  SECTION 1.     NEW LAW  A new section of law to be codified

15

16 in the Oklahoma Statutes as Section 3311.19 of Title 70, unless
16

17 there is created a duplication in numbering, reads as follows:
17

18  A. The Council on Law Enforcement Education and Training

18

19 (CLEET) shall establish and develop a five-year pilot program called
19

20 the Mental Health Response Pilot Program. The purpose of the pilot
20

21 program is to provide licensed mental health professionals
21

22 throughout this state with CLEET certification to aid law
22

23 enforcement response to individuals with mental health crises.

1   B. Licensed mental health professionals who receive CLEET

2 certification shall be added to law enforcement agencies determined
2

3 by CLEET in the following manner:
3

4   1. Fifteen such professionals to two agencies that serve a

4

5 population greater than three hundred thousand (300,000);
5

6   2. Six such professionals to two agencies that serve a

6

7 population greater than twenty-five thousand (25,000) but less than
7

8 three hundred thousand (300,000); and
8

9   3. One such professional to two county sheriffs' offices that

9

10 do not have a professional pursuant to paragraphs 1 and 2 of this
10

11 subsection.

12  C. The Council on Law Enforcement Education and Training shall

12

13 promulgate rules to administer the provisions of this section.
13

14  SECTION 2.    NEW LAW  A new section of law to be codified

14

15 in the Oklahoma Statutes as Section 3311.20 of Title 70, unless
15

16 there is created a duplication in numbering, reads as follows:
16

17  There is hereby created in the State Treasury a revolving fund

17

18 for the Council on Law Enforcement Education and Training (CLEET) to
18

19 be designated the "Mental Health Response Pilot Program Revolving
19

20 Fund". The fund shall be a continuing fund, not subject to fiscal
20

21 year limitations, and shall consist of all monies received by the
21

22 Council on Law Enforcement Education and Training from
22

23 appropriations, donations, grants, or other sources of funding
23

24 provided for the purpose of providing licensed mental health

1 professionals with CLEET certification to aid law enforcement

2 response to individuals with mental health crises. All monies
2

3 accruing to the credit of the fund are hereby appropriated and may
3

4 be budgeted and expended by the Council on Law Enforcement Education
4

5 and Training for the purpose provided for in this Section 1 of this
5

6 act. Expenditures from the fund shall be made upon warrants issued
6

7 by the State Treasurer against claims filed as prescribed by law
7

8 with the Director of the Office of Management and Enterprise
8

9 Services for approval and payment.

10  SECTION 3. This act shall become effective November 1, 2025.
