8   An Act relating to state government; creating the

8   Judea and Samaria Act; providing short title;

9   defining terms; prohibiting state agencies from using

9   certain term in certain materials; providing for

10  certain exception; providing for codification; and

10  providing an effective date.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

16  SECTION 1.      NEW LAW  A new section of law to be codified

16

17 in the Oklahoma Statutes as Section 9300 of Title 74, unless there
17

18 is created a duplication in numbering, reads as follows:
18

19  A. This act shall be known and may be cited as the "Judea and

19

20 Samaria Act".
20

21  B. As used in this act:

21

22  1. "Judea and Samaria" means the land controlled by Israel from

22

23 Jordan during the Six-Day War in 1967, with the land south of
23

1 Jerusalem being considered Judea and the land north of Jerusalem
1

2 being considered Samaria;
2

3   2. "Official government material" means a guidance, rule,

3

4 material, briefing, press release, or communication prepared by a
4

5 state agency; and
5

6   3. "State agency" means any board, commission, department,

6

7 authority, bureau, office, or other entity created with authority to
7

8 make rules or formulate orders as defined in the Administrative
8

9 Procedures Act.

10  C. 1. Except as provided in paragraph 2 of this subsection, no

10

11 state agency shall use the term "West Bank" to refer to Judea and
11

12 Samaria in an official government material or use state funds to
12

13 create an official government material that refers to Judea and
13

14 Samaria as West Bank.
14

15  2. The executive head of a state agency may waive the

15

16 prohibition provided for in paragraph 1 of this subsection if the
16

17 executive head:
17

18  a. determines that it is in the best interest of the

18

19                 state to do so, and

19

20  b. electronically submits to the Governor, the President

20

21                 Pro Tempore of the Senate, and the Speaker of the

21

22                 House of Representatives a written explanation of such

22

23                 determination no later than thirty (30) days after the

23

1                  date on which the executive head of the state agency

2                  makes such determination.

2

3   SECTION 2. This act shall become effective November 1, 2026.
