10 contributions subject to availability of funds;
10 prescribing order of contributions; requiring the
11 State Treasurer to prescribe form; authorizing State
11 Treasurer to promulgate rules; providing construing
12 provisions; creating the Oklahoma Trump Account
12 Investment Fund; providing for deposits to fund;
13 providing for expenditures from fund; providing for
13 noncodification; providing for codification;
14 providing an effective date; and declaring an
14 emergency.

17 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

18 SECTION 1. NEW LAW A new section of law not to be
18
19 codified in the Oklahoma Statutes reads as follows:
19
20 This act shall be known and may be cited as the "Oklahoma Dream
20
21 Accounts Investment Program Act".
21
22 SECTION 2. NEW LAW A new section of law to be codified
22
23 in the Oklahoma Statutes as Section 9011.1 of Title 62, unless there
23
24 is created a duplication in numbering, reads as follows:

1 A. As used in this section:

2 1. "Trump Account" means a federally authorized Trump Account
2
3 established pursuant to 26 U.S.C., Section 530A;
3
4 2. "Eligible child" means a person who:
4
5 a. is under eighteen (18) years of age at the time the
5
6 application for a Trump Account is submitted,
6
7 b. is a citizen of the United States and is assigned a
7
8 valid Social Security number,
8
9 c. has a primary residence within this state, and
9
10 d. has an established Trump Account; and
10
11 3. "Program" means the Oklahoma Dream Account Investment
11
12 Program.

13 B. There is hereby created the Oklahoma Dream Account
13
14 Investment Program, to be administered by the State Treasurer.
14
15 C. The program shall authorize a one-time contribution by this
15
16 state into a Trump Account established for an eligible child,
16
17 subject to the availability of funds.
17
18 D. The State Treasurer is authorized to contribute to Trump
18
19 Accounts upon verification that the Trump Account is established for
19
20 an eligible child and that the contribution does not cause the
20
21 balance of the fund to exceed any applicable federal contribution
21
22 limitations. Upon verification, the State Treasurer shall make a
22
23 one-time deposit of Two Hundred Fifty Dollars ($250.00), as funds
23
24 become available in the Oklahoma Trump Account Investment Fund,

1 created pursuant to Section 3 of this act. The State Treasurer

2 shall make contributions, in the order that verified applications
2
3 are submitted.

4 E. Applications for the contribution shall be made on a form
4
5 prescribed by the State Treasurer. The State Treasurer may
5
6 promulgate rules to effectuate the provisions of this section.
6
7 F. Nothing in this act shall be construed to authorize a
7
8 contribution that is prohibited by federal laws or regulations.

9 SECTION 3. NEW LAW A new section of law to be codified
9
10 in the Oklahoma Statutes as Section 9011.2 of Title 62, unless there
10
11 is created a duplication in numbering, reads as follows:

12 There is hereby created in the State Treasury a revolving fund
12
13 for the State Treasurer to be designated the "Oklahoma Trump Account
13
14 Investment Fund". The fund shall be a continuing fund, not subject
14
15 to fiscal year limitations, and shall consist of all monies received
15
16 by the State Treasurer that are designated for deposit in the fund.
16
17 All monies accruing to the credit of the fund are hereby
17
18 appropriated and may be budgeted and expended by the State Treasurer
18
19 for the purpose provided for in Section 2 of this act. Expenditures
19
20 from the fund shall be made upon warrants issued by the State
20
21 Treasurer against claims filed as prescribed by law with the
21
22 Director of the Office of Management and Enterprise Services for
22
23 approval and payment.

24 SECTION 4. This act shall become effective July 1, 2026.

1 SECTION 5. It being immediately necessary for the preservation

2 of the public peace, health or safety, an emergency is hereby
2
3 declared to exist, by reason whereof this act shall take effect and
3
4 be in full force from and after its passage and approval.
