6 An Act relating to public trusts; requiring public
6 trusts to obtain voter consent before issuance of
7 debt; providing construing language; providing for
7 codification; and providing an effective date.

10 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

11 SECTION 1. NEW LAW A new section of law to be codified
11
12 in the Oklahoma Statutes as Section 176.2 of Title 60, unless there
12
13 is created a duplication in numbering, reads as follows:

14 A. Any trust for the benefit of the state or a county or
14
15 municipality within this state, shall be required to receive the
15
16 consent of the majority of the registered voters of the state or
16
17 such county or municipality voting at an election before each
17
18 issuance of debt.
18
19 B. The requirements of subsection A of this section shall apply
19
20 to trusts authorized to issue debt pursuant to Articles X and XI of
20
21 the Oklahoma Constitution.

22 SECTION 2. This act shall become effective November 1, 2026.
