7 An Act relating to motor vehicles; prohibiting
7 certain entities from providing certain
8 recommendations; providing certain cause of civil
8 action for certain violation; prohibiting certain
9 entities from withholding certain grants in certain
9 circumstance; providing certain cause of civil action
10 for certain violation; providing for codification;
10 providing an effective date; and declaring an
11 emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 808.1 of Title 47, unless there
16
17 is created a duplication in numbering, reads as follows:

18 A. 1. No agency, entity, or instrumentality of this state, or
18
19 entity contracted with such, shall provide specific recommendations
19
20 in favor of or against a commercial driver training school in this
20
21 state.
21
22 2. A violation of the provisions of paragraph 1 of this
22
23 subsection shall be a cause of civil action for the commercial
23
24 driver training school affected by such violation against the

1 violating agency, entity, or instrumentality, or entity contracted

2 with such.

3 B. 1. No agency, entity, or instrumentality of this state, or
3
4 entity contracted with such, that administers grants for students of
4
5 commercial driver training schools in this state shall withhold such
5
6 grants based on the student's choice of a specific school.

7 2. A violation of the provisions of paragraph 1 of this
7
8 subsection shall be a cause of civil action for the commercial
8
9 driver training school or student affected by such violation against
9
10 the violating agency, entity, or instrumentality, or entity
10
11 contracted with such.
11
12 SECTION 2. This act shall become effective July 1, 2026.
12
13 SECTION 3. It being immediately necessary for the preservation
13
14 of the public peace, health or safety, an emergency is hereby
14
15 declared to exist, by reason whereof this act shall take effect and
15
16 be in full force from and after its passage and approval.
