7   An Act relating to vital records; requiring birth

7   certificate to include certain citizenship

8   provisions; limiting provisions to certain

8   designations; excluding certain children from

9   citizenship; providing for codification; and

9   declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.      NEW LAW   A new section of law to be codified

13

14 in the Oklahoma Statutes as Section 1-311.4 of Title 63, unless
14

15 there is created a duplication in numbering, reads as follows:
15

16  A. For each live birth in this state for which a birth

16

17 certificate is issued, the birth certificate shall include
17

18 provisions to designate the citizenship of the biological parent or
18

19 parents of the child and provisions to designate the citizenship of
19

20 the child.
20

21  B. Provisions to designate the citizenship of the child shall

21

22 be limited to one or more of the following:

23  1. United States citizenship;

23

24  2. Oklahoma citizenship;

1   3. Tribal citizenship or membership; or

2   4. Foreign national/non-United States citizenship.

3   C. For any child born to parents neither of which are citizens

3

4 or legal residents of the United States, no United States or
4

5 Oklahoma citizenship shall be granted to the child and the only
5

6 designation permitted on the birth certificate shall be the
6

7 designation provided in paragraph 4 of subsection B of this section.
7

8   SECTION 2. It being immediately necessary for the preservation

8

9 of the public peace, health or safety, an emergency is hereby
9

10 declared to exist, by reason whereof this act shall take effect and
10

11 be in full force from and after its passage and approval.
