7        An Act relating to emergency medical services;

7        amending 63 O.S. 2021, Section 1-2502, which relates

8        to legislative findings and declarations; declaring

8        emergency medical services to be considered essential

9        services for certain purpose; and declaring an

9        emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.       AMENDATORY  63 O.S. 2021, Section 1-2502, is

13

14 amended to read as follows:
14

15  Section 1-2502. The Legislature hereby finds and declares that:

15

16  1. There is a critical shortage of providers of emergency care

16

17 for:
17

18       a. the delivery of fast, efficient emergency medical care

18

19                for the sick and injured at the scene of a medical

19

20                emergency and during transport to a health care

20

21                facility, and

21

22       b. the delivery of stabilizing and definitive care at a

22

23                health care facility; and

1   2. Improved emergency service is required to reduce the

2 mortality rate during the first critical minutes immediately
2

3 following the onset of a medical emergency; and
3

4   3. Solely for purposes of eligibility for federal funding,

4

5 emergency medical services provided by an ambulance service managed
5

6 by a municipality, county, ambulance service district, or other
6

7 public entity shall be considered essential services.
7

8   SECTION 2. It being immediately necessary for the preservation

8

9 of the public peace, health or safety, an emergency is hereby
9

10 declared to exist, by reason whereof this act shall take effect and
10

11 be in full force from and after its passage and approval.
