7   An Act relating to medical marijuana licenses;

7   authorizing certain research license; establishing

8   certain license purpose; providing certain

8   eligibility; requiring promulgation of certain rules;

9   establishing certain fees; providing for

9   codification; and providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.         NEW LAW  A new section of law to be codified

13

14 in the Oklahoma Statutes as Section 427.19a of Title 63, unless
14

15 there is created a duplication in numbering, reads as follows:

16  A. The Oklahoma Medical Marijuana Authority shall be authorized

16

17 to create a research license to facilitate the collection, analysis,
17

18 and monitoring of patient-reported outcomes related to the use of
18

19 medical marijuana.
19

20  B. Licensees may evaluate medical marijuana products available

20

21 in this state to analyze patient-reported outcomes. Licensees may
21

22 allow eligible entities to conduct studies including, but not
22

23 limited to, surveys and data collection to analyze the impact of
23

24 medical marijuana on medical conditions.

1   C. Entities eligible for a license pursuant to this section

2 shall be:

3   1. Research institutions;

3

4   2. Health care organizations;

4

5   3. Licensed cannabis businesses; and

5

6   4. Private research companies.

7   D. The initial, nonrefundable fee for a patient-reported

7

8 outcome research license shall be Five Hundred Dollars ($500.00).
8

9   E. The Authority shall promulgate rules related to the issuance

9

10 of licenses, application approvals, compliance monitoring, and
10

11 reporting requirements.

12  SECTION 2. This act shall become effective November 1, 2025.
