7 An Act relating to technology center school
7 districts; stating legislative findings; directing
8 the Oklahoma Department of Career and Technology
8 Education to take certain actions in its
9 administration of certain federal funds; directing
9 the Department to electronically submit certain
10 annual report; providing for contents of report;
10 providing for codification; and providing an
11 effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 14-103.5 of Title 70, unless
16
17 there is created a duplication in numbering, reads as follows:
17
18 A. The Legislature finds that the workforce needs of this state
18
19 are best served by increasing access to high-quality technology
19
20 center school district programs, particularly in skilled trades and
20
21 vocational fields, through expanding opportunities for high school
21
22 student enrollment. To encourage greater participation in
22
23 technology center school district programs, the Oklahoma Department
23
24 of Career and Technology Education, in its administration of federal

1 funds received under the Carl D. Perkins Career and Technical
1
2 Education Act of 2006 and any subsequent reauthorization, shall:
2
3 1. Prioritize the allocation of leadership, reserve, and
3
4 incentive funds to support expansion of technology center school
4
5 district course availability for high school students with an
5
6 emphasis on high-demand trade occupations including, but not limited
6
7 to, welding, automotive technology, construction, electrical,
7
8 manufacturing, health careers, cosmetology, and heating,
8
9 ventilation, and air conditioning;
9
10 2. Establish performance incentives for technology center
10
11 school districts that demonstrate increased enrollment of high
11
12 school students in technology center school district courses leading
12
13 to industry-recognized credentials, certificates, or postsecondary
13
14 credit in trade fields. Such incentives may include supplemental
14
15 subgrants from available federal funds;

16 3. Require that at least twenty percent (20%) of state
16
17 leadership funds provided through the Carl D. Perkins Career and
17
18 Technical Education Act of 2006 be dedicated annually to initiatives
18
19 promoting high school student enrollment in technology center school
19
20 district programs including transportation assistance, tuition
20
21 waivers, outreach to underserved populations, and partnerships with
21
22 public schools in this state to integrate technology center school
22
23 pathways into individual career and academic plans (ICAPs) created
23

1 pursuant to Section 1210.508-4 of Title 70 of the Oklahoma Statutes;

2 and
2
3 4. Collaborate with the State Board of Education and the
3
4 Oklahoma State Regents for Higher Education to determine if
4
5 technology center school district courses:
5
6 a. are eligible for academic credit toward meeting the
6
7 graduation requirements set forth in Section 11-103.6
7
8 of Title 70 of the Oklahoma Statutes, and
8
9 b. are eligible for college credit at an institution of
9
10 higher education within The Oklahoma State System of
10
11 Higher Education.

12 B. The Oklahoma Department of Career and Technology Education
12
13 shall electronically submit an annual report to the Governor, the
13
14 President Pro Tempore of the Senate, and the Speaker of the House of
14
15 Representatives detailing the use of federal funds pursuant to this
15
16 section. The report shall include:
16
17 1. The number of high school students enrolled in technology
17
18 center school district trade programs and the percentage increase in
18
19 such enrollment compared to the prior year;
19
20 2. Outcomes related to industry credentials earned and
20
21 postsecondary transitions to trade fields; and
21
22 3. Information on the distribution of incentive funds pursuant
22
23 to subsection A of this section and their impact on the workforce
23
24 development pipeline.

1 SECTION 2. This act shall become effective September 1, 2026.
