7 An Act relating to county libraries; authorizing
7 certain counties to reduce millage rate of special
8 levy; prescribing information requirements for
8 resolution to reduce levy; providing for
9 codification; and providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 170 of Title 65, unless there is
14
15 created a duplication in numbering, reads as follows:
15
16 A. For any county that funds a county library or metropolitan
16
17 library by a special levy approved by the voters pursuant to Section
17
18 10A of Article X of the Oklahoma Constitution, the board of county
18
19 commissioners may reduce such levy by resolution. Provided, the
19
20 reduced special levy shall not be less than the minimum of one (1)
20
21 mill, as required pursuant to Section 10A of Article X of the
21
22 Oklahoma Constitution.

1 B. The resolution to reduce the special levy, as provided for

2 in subsection A of this section, shall include the following
2
3 information:
3
4 1. The current and proposed millage rate;
4
5 2. Findings that the proposed millage rate provides sufficient
5
6 funding for the library;
6
7 3. A determination that the reduction is in the best interests
7
8 of the taxpayers in the county; and
8
9 4. The effective tax year of the levy reduction.

10 SECTION 2. This act shall become effective November 1, 2026.
