6   An Act relating to schools; amending 70 O.S. 2021,

6   Section 1210.704, as amended by Section 20, Chapter

7   323, O.S.L. 2023 (70 O.S. Supp. 2025, Section

7   1210.704), which relates to advanced placement

8   courses; requiring public school districts to make

8   certain examinations available to certain students;

9   requiring districts to post certain information about

9   the examinations on their websites; directing certain

10  online learning platform to be available to all

10  students in the state; providing an effective date;

11  and declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.      AMENDATORY  70 O.S. 2021, Section 1210.704, as

14

15 amended by Section 20, Chapter 323, O.S.L. 2023 (70 O.S. Supp. 2025,
15

16 Section 1210.704), is amended to read as follows:
16

17  Section 1210.704. A. Beginning with the 2024�2025 school year,

17

18 all public high schools in this state shall make a minimum of four
18

19 advanced placement courses available to students.
19

20  B. School district boards of education shall be responsible for

20

21 ensuring annually that all high school students have access to
21

22 advanced placement courses beginning in the 2024-2025 school year.
22

23 Such access may be provided through enrollment in courses offered
23

24 through:

1   1. A school site or sites within the district;

2   2. A technology center school within the district;

3   3. An online learning program offered by the Statewide Charter

3

4 School Board or one of its vendors; or
4

5   4. A school site or sites in another school district.

6   C. Each public school district in this state shall make

6

7 advanced placement examinations available each school year to any
7

8 student who resides in the district. No later than August 31 of
8

9 each year, each school district shall post on its website notice of
9

10 the date each advanced placement examination is to be administered.
10

11 The notice shall state that the examination is available to students
11

12 who reside in the district and shall include registration dates and
12

13 procedures to register for the examination.
13

14  D. The Statewide Charter School Board shall maintain an online

14

15 learning platform to provide high quality online learning
15

16 opportunities for Oklahoma students that are aligned with the
16

17 subject matter standards adopted by the State Board of Education
17

18 pursuant to Section 11-103.6 of this title. The Board shall
18

19 implement online courses, with an emphasis on science, technology,
19

20 engineering, and math (STEM) courses, foreign language courses, and
20

21 advanced placement courses. The online platform shall be available
21

22 to all Oklahoma school districts students in this state.

23  D. E. The State Department of Education shall provide

23

24 information to all boards of education, to be distributed to their

1 students and parents, on available opportunities and the enrollment
1

2 process for students to take advanced placement courses. The
2

3 information shall explain the value of advanced placement courses in
3

4 preparing students for postsecondary-level coursework, enabling
4

5 students to gain access to postsecondary opportunities, and
5

6 qualifying for scholarships and other financial aid opportunities.

7   E. F. The State Department of Education shall retain records of

7

8 which options outlined in subsection B of this section boards of
8

9 education selected for their students and make the information
9

10 available on the Department's website.

11  F. G. As used in this section, "advanced placement course"

11

12 shall have the same meaning as provided in paragraph 1 of Section
12

13 1210.702 of this title.
13

14  SECTION 2. This act shall become effective July 1, 2026.

14

15  SECTION 3. It being immediately necessary for the preservation

15

16 of the public peace, health, or safety, an emergency is hereby
16

17 declared to exist, by reason whereof this act shall take effect and
17

18 be in full force from and after its passage and approval.
