7 An Act relating to The Plumbing License Law of 1955;
7 amending 59 O.S. 2021, Section 1017, which relates to
8 inapplicability; adding exceptions to applicability
8 of certain provisions; updating statutory language;
9 and providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. AMENDATORY 59 O.S. 2021, Section 1017, is
13
14 amended to read as follows:
14
15 Section 1017. The provisions of The Plumbing License Law of
15
16 1955 shall not apply to:
16
17 1. Minor repairs, consisting of repairing or replacing faucets
17
18 or minor working parts of plumbing fixtures;
18
19 2. Farm buildings located outside any city or town unless such
19
20 buildings are connected to a public water or sewer system;
20
21 3. Maintenance work for state institutions and school
21
22 districts;
22
23 4. The installation, maintenance, repair, renovation of
23
24 automatic sprinkler systems and related mechanical appurtenances

1 beginning at a point where the pipe or piping system provides water
1
2 used exclusively for these automatic sprinklers and their related
2
3 appurtenances and to standpipes connected to automatic sprinkler
3
4 systems;

5 5. The construction, installation, maintenance, repair,
5
6 renovation, and/or or removal of pipe or piping systems and related
6
7 mechanical appurtenances including backflow preventers, appliances
7
8 and/or equipment used in connection therewith, directly or
8
9 indirectly within or without any building or structure, from a point
9
10 or location in a source of potable water supply at which point or
10
11 location there exists any backflow preventer, provided that said the
11
12 pipe and/or or piping systems are for:
12
13 a. heating, except radiant-floor heating systems as
13
14 defined in subparagraph d of paragraph 9 of Section
14
15 1003 of this title,
15
16 b. cooling,
16
17 c. air conditioning,
17
18 d. refrigeration, or
18
19 e. boilers and other pressure vessels of whatsoever any
19
20 kind and character.

21 A "backflow preventer," as used herein in this paragraph, means
21
22 any permanent mechanical device, or combination of permanent
22
23 mechanical devices, of whatever any material, which, after
23
24 installation, acts to prevent a reversal of the normal directional

1 flow of potable water within the piping system in which it is
1
2 installed, and. Such term shall include, but not be limited to,
2
3 metal checkvalves check valves and airgaps, either naturally or
3
4 artificially created. Provided, further, that the exclusionary
4
5 provisions of this paragraph shall apply only to and within
5
6 governmental agencies, counties, cities and towns which now have or
6
7 which hereafter may adopt separate laws relating to the licensing,
7
8 registration and regulating of persons engaged, for business
8
9 purposes, in any of the areas of trade hereinbefore specified in
9
10 this paragraph; the. The exemptions herein being provided to set
10
11 forth in this paragraph shall apply only to these items specifically
11
12 regulated by any such local laws and ordinances; and
12
13 6. An individual who performs plumbing work on such
13
14 individual's property of residence;
14
15 7. Plumbing work consisting of installing, servicing, or
15
16 repairing service mains, service lines, appurtenances, equipment, or
16
17 appliances that provide water, sewer, or storm drainage services on
17
18 private property in an area that extends from a public right-of-way
18
19 or public easement to not less than five (5) feet from a building or
19
20 structure; or
20
21 8. Six-inch drains.

22 SECTION 2. This act shall become effective November 1, 2026.
