7 An Act relating to prisons and reformatories;
7 defining term; prohibiting access to social media
8 platforms by inmates; authorizing the Department of
8 Corrections to promulgate rules; providing for
9 codification; and providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 568.1 of Title 57, unless there
14
15 is created a duplication in numbering, reads as follows:

16 A. For the purposes of this section, "social media platform"
16
17 means a website or Internet medium that:

18 1. Permits a person to become a registered user, establish an
18
19 account, or create a profile for the purpose of allowing users to
19
20 create, share, and view user-generated content through such an
20
21 account or profile;

22 2. Enables one or more users to generate content that can be
22
23 viewed by other users of the medium; and

1 3. Primarily serves as a medium for users to interact with

2 content generated by other users of the medium.

3 B. 1. The Department of Corrections shall prohibit inmates
3
4 from accessing social media platforms on any cellular phone, tablet,
4
5 computer, or other electronic device provided by the Department.
5
6 2. The Department of Corrections shall promulgate rules to
6
7 effectuate the provisions of this section.

8 SECTION 2. This act shall become effective November 1, 2026.
